Position Summary:Develops and manages the implementation of necessary manpower planning.Organizes, supervises and controls the overall process of the organization's manpower plan and organization charts, Plan, execute and finalize projects according to strict deadlines and within the budgetResponsibilities:1. Supervise the preparation, consolidation and obtaining the approval of Annual HR Budget, in collaboration with HR Management members and other stakeholders (Finance, Admin. office, .....etc as per overall guidelines of Director of HR.2. Reviews the monthly Actual Spending , and recommends necessary measures to remain within approved budget and avoid over-spending3. Coach, mentor, and develop his/her subordinates, including overseeing new employee onboarding and providing career development planning and opportunities.4. Provide oversight and direction to his/her subordinates in accordance with the organization's policies and procedures.5. Empower employees to take responsibility for their jobs and goals. Delegate responsibility and expect accountability and regular feedback.6. Lead employees to meet the organization's expectations for productivity, quality, and goal accomplishment.7. Manage the overall operational, budgetary, and financial responsibilities and activities of the section.8. Review performance data that includes financial and activity reports and spreadsheets, to monitor and measure departmental productivity, goal achievement, and overall effectiveness.9. Manage the preparation and maintenance of reports necessary to carry out the functions of the department. Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment. a) Formal Education Requirement:Minimum Bachelor Degree / an equivalent post graduation qualification in Human Resource Management, or Business Administrationb) Experience Requirements:• This job requires a professional person who has related experience or around 8-10 years as a generalist or as manpower planning specialist in HR field(s), including 5 years in a Senior position.• Five years of direct work experience in manpower planning and projects management.c) Technical Skills requirement• Planning and, organizing skills.• Project management skills.• Proven ability in statistical analysis.• Ability to analyze data effectively in order to produce recommendations on Manpower forecast.• Budgeting SkillsSkills and thorough knowledge of Manpower Forecasting techniques and tools.• Good Knowledge of MS Office Toolsd) personality Traits :• Excellent Leadership skills• High communication and influencing skills Accuracy and attention to detail• Ability to think and plan ahead and anticipate the need for changes to resources or processes;• Ability to work independently with minimal supervision and as a member of a team and achieve results through strong and inspiring leadership• Ability to deal with a varied and complex workload, able to prioritize effectively whilst working under pressure and to strict deadlines and budgetary constraints;• A self-starter with initiative and creativity and good presentation, interpersonal and analytical skills;• Ability to work with diverse nationalities.
