Exciting Opportunity for a Project Engineering Lead - Hardware Barriers with NES in Qatar
Are you an experienced Project Engineering Lead with a passion for innovation in the oil and gas sector
• NES in partnership with a leading oil and gas client, is seeking a dynamic and skilled professional to Lead the establishment/enhancement of hardware barriers integrity process/management ensuring the overall planning, management and execution of the hardware barriers element of the Barrier Management Project.
Responsibilities:
1. Develop required project management deliverables, under the guidance from the Project Manager, including but not limited to project deliverable lists, project execution plan, and project resource plan.
2. Lead and coordinate efforts with the cross-functional team, overseeing the alignment and consistency of project deliverables assigned to technical authorities from various disciplines including developing or updating performance standards and equipment strategies/maintenance procedures, establishing safety critical elements effectiveness framework, and assuring SAP/IT infrastructure readiness and roll out of barrier management process to ensure all are completed on time, within budget and to the required quality standards.
3. Collaborate with the Project Planning and Control Specialist to develop a proper project progress and reporting plan and examine the project schedule and resource plan, define the activity breakdown level appropriate to the project phase, analyze schedule and identify its critical path, identify & develop mitigation or special schedule allowance or reserve against risks, uncertainties or constraints.
4. Lead and support approvals of Invitation to Tender (ITT) including Scope of Work, Compensation, Incentives, Technical and Commercial Evaluation Criteria and manage equipment-vendor's prequalification and equipment-vendor's selection ensuring all standards, technical requirement, operational and Safety, Health and Environment (SHE) requirements are met.
5. Provide project engineering expertise in the barrier management (hardware), liaising with the interface specialists to ensure technical advisory support to the technical authorities. Perform as subject matter expert in the barrier integrity management.
Job Context
1. Covers 62 safety critical elements (SCEs/hardware harriers) groups with more than 20 discipline technical authorities across 5 business lines, and 6 human barriers with their respective barrier owners. This requires intensive and proper communication and engagement.
2. Deals with a mix of continuation of the existing initiatives (such as safety case operationalization), enhancement of existing process/system, and development of new process/system. Flawless interaction and interfaces among them is key for project success.
3. Ensures that the developed system and resulted deliverables can be sustained by the base business organization. Ensures proper handover and smooth transitioning between project to operation that is critical, where a part of the project scope is to assess the (resource) requirements to sustain the barrier management process.
4. Interacts heavily with other department managers such as Asset Managers, Maintenance Manager, Engineering Managers, IT Manager etc. This role has to ensure that appropriate stakeholder management plan is in place to align, manage and deliver stakeholder's expectations.
5. Oversees the mobilization and onboarding of members by the home discipline departments to meet the project mobilization dates. Ensures that the project has the technical authorities (resources) available when needed to deliver the project outcomes on time and on budget.
Minimum Requirements
- Bachelor's degree in engineering.
- 10 years' experience in oil and gas industry with broad experience of projects, engineering and operations.
- Strong understanding of major accident hazards, barrier management principles (hardware and human barriers, management system elements, safety case, bowtie, and risk management/cumulative risk.
- Familiarity with relevant industry standards and guidelines related to barrier management (e.g. IOGP Report 544).
- Experience in developing and implementing barrier integrity management.
- Proven track record in managing similar projects within the oil and gas sector.
- Familiar with performance dashboard, computerized maintenance management system, SAP, and typical software used in the management of integrity program.
- Familiar with supply process, tendering preparation and evaluation.
- Strong effective communication skills in written and spoken English.
- Strong technical background, with strong analytical, interpretative, constructive thinking, coupled with decision making skills and reporting skills.
- Computer literate with knowledge of Bowtie and project control software.
- Skills in project planning, execution, and monitoring, ensuring timely completion and adherence to quality standards.
- Ability to work as a delegate to Project Manager and provide required guidance and technical support to the team
