Job Description

Parsons is looking for an amazingly talented Deputy Program Director to join our team! In this role, you will be supporting the Program Director in providing leadership and direction for every phase of a large infrastructure program, consisting of multiple drainage system and tunneling projects. We are seeking an experienced and dynamic Deputy Program Director to provide leadership for this high-profile project, who has proven experience of leading successful rainwater drainage (stormwater), sewage network and tunneling projects in the GCC and Internationally, particularly in urban settings. Experience with climate resilience and sustainable infrastructure projects is highly desirable.

You will be responsible for supporting the Program Director by providing day-to-day oversight of the program or specific projects assigned, ensuring coordination between different project teams and departments to ensure smooth workflow and communication. The Deputy Program Director will ensure that all aspects are completed on time, within budget, and to the highest standards of quality and safety. Supporting the Program Director by providing day-to-day leadership to a team of experts, working in partnership with the client and all associated stakeholders to deliver multiple projects and packages of works across the city at various stages of design and construction. This role requires a strategic thinker with exceptional leadership skills and extensive experience in managing large-scale infrastructure projects.

What You'll Be Doing

Managing the daily operations of the program, providing leadership and direction for the program team, supporting the development and implementation of the program strategy, ensuring alignment with project goals and objectives.

Representing the Program Director in meetings and decision-making processes when the Project Director is unavailable.

Acting as a sounding board for the Program Director, providing insights and recommendations on critical decisions.

Assisting in the planning, execution, and delivery of all project components, including drainage systems upgrades, tunneling, SUDS upgrades, and pump station construction.

Acting as the company representative with the client and selected consultants and suppliers during the program execution.

Being the primary point of contact for all program stakeholders, including government authorities, contractors, and associated organizations.

Providing technical guidance and support to ensure that all project components meet the highest standards of quality and safety.

Coordinating with technical experts and consultants to address any technical challenges or issues that arise.

Monitoring and reporting to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule.

Participating in negotiations with regulatory agencies and in public meetings in support of clients.

Overseeing establishment of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

Working with key project staff, consultants, contractors, and subcontractors to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.

Completing other responsibilities associated with the position as may be appropriate.

Ensuring the implementation of advanced drainage technologies and systems to create a state-of-the-art drainage network.

What Required Skills You'll Bring

Bachelor's degree in engineering or equivalent from a recognized university essential. Master's Degree is preferred.

Chartered Engineer status, PMP/ChPP certification or equivalent preferred.

Minimum 15 years of experience in significant large-scale projects, in leadership roles.

Prior experience working on major infrastructure, drainage, sewage, tunnels, utilities projects essential.

Major earthworks and/or tunneling experience would be preferred.

Considerable experience at director level in client-facing roles is essential.

GCC (Gulf Cooperation Council) experience preferred.

Ability to effectively present information to key stakeholders as required by the client.

Understanding of the construction management at risk alternative delivery process and the functions inherent to construction management of large-scale projects.

Understanding of budget development and cost accounting.

Ability to manage and encourage a team of construction management professionals.

Ability to interface with all levels with project team, client, and others.

Knowledge of construction contract negotiation and administration.

Ability to read, analyze, and interpret complex documents.

Ability to respond effectively to the most sensitive inquiries or complaints.

Ability to apply principles of logical or scientific thinking to a wide range of support function problems.

Ability to function in a multi-organizational environment by developing relationships that comply with the client's proactive, collaborative culture.
