Prepare regular progress reportsstatistical information and briefing notes asrequired.Lead and supervise the supply chainactivities in the CAS including planning procurement warehousemanagement transport and distribution fleet assets and facilitiesmanagement logistics information management and reporting andprovide guidance and training to the relevant staff with respect tothe related policies rules andregulations.Identify supply chain bottlenecks(value stream mapping) and optimize the processes to fill the gapsand ensure beneficiaries receive quality goods and services in atimely and efficient manner.Review procurementrequests identify service providers and evaluate informationregarding vendors performance in terms of quality prices and timelydelivery of goods/services. Maintain a pool of qualifiedvendors.Solicit bids quotations and tenderdocuments oversee bidding process and provide guidance forexecuting the procurement transactions analyze the offers assuringconformity to specified requirements; conduct appraisals and selectsuppliers and confirm terms of payment; supervise the preparationand processing of the purchase orders and ensure receivingauthorization in line with the Country Offices (CO) delegation ofauthority (DOA) matrix.Liaise with theprogramme management and provide first line technical support inpreparing and issuance of Call for Proposals and bidding documentsfor the tendering processes of the programmes/projects. Ensurebidding processes are conducted fairly transparently and inaccordance with the existing procurement rules andregulations.In coordination with relevantparties ensure timely submission of asset procurement and otherreports within the CAS Regional Office and relevant HQ departmentsas appropriate.Establish and manage a robustappropriate internal control mechanisms for Supply Chain Managementprocess to safeguard the Organizations assets and prevent fraudwhile ensuring that country specific administrative procedures arein place and followed in accordance with the Organizations rulesand regulations.Monitor the maintenance andrepair of office facilities including preventive maintenance.Establish maintenance agreements with competent service providerswhen it is feasible and determined to be costeffective.Supervise train and guide the SCMstaff of CAS while monitoring evaluating and promoting theirprofessional and career development.Representthe CO in the UN interagency meetings and forums related to supplychain management. Collaborate on sharing resources to achievecommon goals and implementation of UN globalinitiatives.Perform such other duties as maybe assigned.Required QualificationsandExperience:EducationMastersdegree in business administration Management Logistics Procurementor a related field from an accredited academic institution withfive years of relevant professional experience;orUniversity degree in the above fields withseven years of relevant professionalexperience.ExperienceExperiencein managing diverse procurement and logistics operations;andDemonstrated experience in training andmanaging large teams of coworkers managing vendors andsuppliers.SkillsExtensiveknowledge of IOM/UN internal procurement and financial rules aswell as IOMs system and processes as they apply to procurement andlogistics; andExcellent level of computerliteracy and good knowledge of SAP is anadvantage.LanguagesIOMsofficial languages are English French and Spanish. All staffmembers are required to be fluent in one of the threelanguages.For this position fluency in Englishis required (oral and written).
