Job Purpose

Develop, implement, and sustain an effective, fit-for-purpose and efficiently controlled, EPRS Club Warehouse QA/QC management system and inspection strategies, to meet the Club enhancement project objectives, in a cost-effective manner, while maintaining the highest level of compliance with relevant international codes & standards and the State of Qatar applicable regulations, considering the nature of the EPRS Club, and to form the basis for optimized and effective inspection program plans to manage a common and effective EPRS Club equipment and tools inspection policies, procedures and contracts, for the specialized EPRS tools inspection, preservation, safe keeping and maintenance programs.

Reporting and Relationships

Reports to Head of Warehouse.

Direct reports: None.

Internal

Daily contact, interfaces, and frequent meetings with the EPRS Club Enhancement PMT for planning and execution of the different elements of this project.

Reports technical matters to Head of Engineering and Head of warehouse.

During the implementation phase, this position supervises the warehouse inspectors for warehouse activities.

External

Regular contact and Interfaces with all EPRS Club members Operation, Engineering, Inspection and QA/QC team.

Interfaces with QA/QC & inspection service providers / contractors.

Frequent contacts with outside organizations, such as consultants, suppliers of equipment's, TPI agencies, Equipment & Material Vendors and Manufacturers; and Engineering consultants and vendors to seek advice or clarification.

Job Context & Major Challenge(s)

A focal point, responsible for improving the EPRS Club, by developing, establishing, and standardizing the coordination and implementation and sustaining a warehouse wide, fit-for-purpose and efficiently controlled, specific plan for an effective EPRS Club warehouse inspection and QA/QC management program of the members specialized tools and EPRS common equipment and capital spares, considering the criticality of the EPRS Club activities. Writing the related strategies, processes, procedures, workflow, and plans considering optimizing and enhancing the cost, time management and inspection and QA/QC vendors and service providers utilization.

Develop the system and standard quality assurance processes, control procedures and ITPs required to ensure that ALL are implementing a quality assurance program that support the Club quality expectations, to ensure the availability of competent, qualified, and experienced Inspection and quality practitioners to manage the ongoing project scopes of work in line with the company and the Club members quality strategy and verify the level of implementation, the performance and suitability.

Manage frequent multi-dimensions communication for collecting, compiling, and maintaining the up-to-date Inspection and QA/QC data for the EPRS Club tools, equipment, and spares, aiming ensuring the effective preservations, proper handling, safe transportation, timely inspection, and findings management.

Develop an effective KPI and provide feedback.

Provide SME support to the PMT in material inspection and QA/QC.

Operates within a structured environment with a clear reporting framework, accountable for performance in accordance with sound projects principles.

Report to the EPRS Club enhancement PMT and support the project maintaining the balance between quality, cost, and schedule.

Key Job Accountabilities

1. Develop and stewardship the implementations of a warehouse wide, fit-for-purpose and efficiently controlled, specific plan for an effective EPRS Club warehouse inspection and QA/QC management program of the members specialized tools and EPRS common equipment and capital spares, considering the criticality of the EPRS Club activities. Write related strategies, processes, procedures, workflow, and plans considering optimizing and enhancing the cost, time management and inspection and QA/QC vendors and service providers utilization.

2. Establish and standardize the coordination and implementation of EPRS warehouse Inspection and QA/QC management plan. Ensure effective implementation of Quality surveillance programs.

3. Identify and establish interfaces within the Qatar EPRS Club members and with third parties for sourcing of QA/QC data and information and establishing the minimum warehouse management QA/QC requirements and ensure that the requirements are identified and effectively communicated to all stakeholders including Club Members, bidders, contractors, and vendors.

4. Conduct reviews of technical specifications, drawings, and documents for the EPRS Club Tools and equipment to ensure the warehouse setup reflects the effective preservations, proper handling, safe transportation, timely inspection requirement and comply with regulatory and international standards as applicable. Supports in assessing risks related to EPRS tools and equipment preservation degradation and consider appropriate risk mitigation solutions to ensure safe and reliable storage and preservation of the tools.

5. Organise and keep record of inspections and QA/QC records related documentation for Club members EPRS specialized tools. Develop the inspection and QA/QC data management Processes and Procedures for the EPRS Club stored material and tools. This includes QA/QC data integration, analysis, assessment, classify, trending, comparing, and draw conclusions.

6. Provide SME technical expertise and inputs in specialized EPRS tools/ equipment inspection. Develop guidelines / procedures for inspection execution, data analysis, investigations, and evaluations for EPRS Club tools and Equipment. Provide technical support for any clarification/consultation and/or deviation/waiver approvals.

7. Plan, manage and lead the QA audit program, and warehouse-specific measurement and verification activities across engineering, procurement, fabrication, construction, and installation work scopes. Provide independent feedback to the PMT. Evaluate, report, and communicate the status, the results, and issues if any. Maintain tracking of key findings.

8. Evaluate warehouse activities service providers and bidder's quality credentials during the qualification and selection process, to confirm capabilities to meet the quality expectations. Review and approve contractor's Quality Plans and other Projects quality deliverables.

9. Perform cost estimation, budgeting, and analysis in addition to monitoring inspection contractors and consultants' performance to optimize expenditures. Monitor and coordinate reported deficiencies to ensure satisfactory closure. Ensure timely response, resolution, and closure of reported non-conformances, and identify, evaluate, and rectify any concerns that may adversely affect project quality outcomes. Provide recommendations, for continuous improvement of procedures and verification programs.

10. Test, monitor and support the improvement of efficiency of inspection systems and processes. Prepare plans and work-schedules that help in making relevant EPRS Club Warehouse management decisions. Develop quality key performance indicators. Review and monitor emerging trends and develop necessary action plans to achieve quality objectives. Communicate project quality metrics (KPI) and statistics to the management team. Liaise with other EPRS Club Enhancement Project Management technical specialists and leaders and to develop guidelines and execute training and development programs.

Qualifications

- Bachelor's degree in Engineering (Mechanical, Industrial, Material).

-Certified in Material inspection and as ISO 9001 Lead Auditor (IRCA), with experience in planning and leading QMS audits.

-10 years' experience in offshore warehouse inspection or QA/QC management.

-Development and implementation of Inspection and QA plans and programs for storage and preservation of specialize EPRS tools and materials with good attention to detail.

-In depth understanding of relevant offshore and Oil & Gas materials.

-Mastery level in Piping and Equipment inspection codes API 510/ 570.

-Competent level in UT, MT, PT, RT inspection technologies, and familiar with Advanced NDT Development of quality system audit programs based on ISO 9001.

-Expert level in RBI, Corrosion control and damage mechanisms.#J-18808-Ljbffr
