Senior Business Analyst Tax and Customs Technology OVERVIEWPositionSenior Business Analyst Tax and CustomsJob CodeReports toApplication Development Manager sDirect ReportsTBCDivisionInformation TechnologyDepartmentIT Planning & ImplementationRole PurposeDevelop the Section's work packages and mechanisms and contribute to achieving the Department's objectives by enabling or putting in place appropriate process documentation, solution requirements and designs and following up on the implementation of relevant operational and strategic plans to achieve the activation of all technology plansKEY ACCOUNTABILITIES & ACTIVITIESCore functionalResponsibilitiesThe Senior Business Analyst s primary responsibility will be to support the development of relevant and innovative IT tax and customs solutions business and functional requirements that cater for Neom s needs and ensure proper integration of the IT tax and customs systems.He/she will be a key pillar to:• Define objectives and scope of business system as it relates to Tax & Revenue Management product streams.• Set the direction of scope and methodology for the representation of complex requirements to design the Tax and Custom solutions and products for NEOM.• Analyze Tax and Customs complex business problems or requirements and determine baseline input and outcomes from process activities as per product and service areas.• Gather data and analyze business and user needs for technology products and services.• Development of business requirements documentation to enable technology automation work packages and technology products.• Develop and evolve data, system integrations and functional process flows as required both as is and to be .• Influencing the prioritization of complex requirement sets, enabling long-term strategic decision making and short-term tactical choices.• Develop engagement strategies and lead communication with stakeholders at all levels; establishing relationships and apply the benefits of professional networks.• Work closely with managers within the Tax and Customs, the IT Shared Services area and other Authority Departments to determine best IT solutions.• Conduct post-project evaluation.• Identify and resolve project issues as they arise.Developing function readiness and establishment• Formulate and lead the effective execution of the Section's plans to ensure seamless operations that facilitate the achievement of the Department of Revenue's organizational performance.• Ensure the timely provision of data and reports to the Senior Manager and recommend operational enhancements to support in decision making and continuous improvement.• Monitor monthly and quarterly performance results, identify performance gaps and ramifications, and lead the development of corrective actions that tackle the root causes.• Manage the allocation of budget across the Section to ensure complete adherence and highlight any deviation from the plan in a timely manner and take corrective action as necessary and in line with the approved governance process.• Consolidate the Section's budget and submit to the Senior Manager for approval and further consolidation..• Finalize and consolidate workforce planning reports and talent acquisition strategies and budgets at the Section level, to ensure adequate staffing of the Section for optimal and smooth operations, and submit to the Senior Manager for approval.• Set performance management objectives for all reportees, perform mid-year and year end performance reviews, as well as, monitor performance and give ad-hoc advice when necessary to ensure that performance objectives are met.• Identify talent for pivotal roles to ensure business continuity and liaise with the Human Resources team for enrollment in the necessary programs.• Foster effective leadership skills within the section teams in order to ensure adequately managed human capital.• Provide guidance to reportees (if required) on operational and people management matters.• Provide reportees with mentoring and coaching when necessary in order to ensure that they are well equipped to tackle the operational requirements from a professional and behavioral standpoint.BACKGROUND, SKILLS & QUALIFICATIONSQualifications, Skills, Experience and MindsetKnowledge, Skills and Experience• Bachelor's Degree in a relevant field is required• Certification in a relevant field is preferred• Minimum of 8 years in a relevant field with at least 4 years in an Leading BA role or delivering at least 3 full programs of work for project of over 5 million GBP/20 million Riyal.Essential aspects of desired Mindset• Strategic awareness• Can do attitude.• Working through ambiguity• Self-starter• Ability to build consensus.• Monitoring and continuous improvement• Decisiveness• Influencing othersEssential Leadership qualities• Ability to direct and mobilize teams to accomplish business objectives• Ability to make decisions quickly and effectively in a constantly changing work environment.• Ability to influence, inspire, and motivate others in order to get them to perform and succeed.
