Position: Service Development LeadReports to: Land MobilitySector: Land MobilityJob Location: NEOM Role Purpose: As a Mobility Infrastructure Development Specialist in NEOM's mobility team, you will be part of an exceptional team of engineers and business developers building the future of mobility at NEOM and beyond. You will lead the development of various business models and support the development of strategic partnerships to deliver the future of mobility at NEOM. The insights from these projects and partnerships will lead to the development of mobility in NEOM regional and urban mobility companies and other partnerships with international companies Key Accountabilities: Oversee and manage execution of land mobility projects focused towards electrification and autonomous mobility technologies. Gather technical, operational, and other business insights from existing deployments of various mobility technologies to guide, recommend and steer the direction of upcoming mobility system deployments. Effectively communicate project status to key stakeholders by preparing periodic project status reports, presentations, and other related communication materials Collaborate with internal stakeholders and subject matter experts to gather feedback both on technical and operational front, and lead reviews to bring forward common agreements that facilitate in successful execution of plans Be a problem solver and find creative ways to find solutions to problems as they arise in the project Participate in tendering of projects and in preparing related information Effectively conduct project(s) assigned to you from owning and managing project execution schedule, conducting project stakeholder meetings, managing actions list, risk register, among other project documents Facilitate in document submissions for responsible project(s) and ensure their timely review and approvals Facilitate in ensuring that system design and implementation meets applicable quality and/or technical standards and guidelines, and receive NEOM/3rd party quality and technical approvals/certificates once deployed Develop insights related to business demand of various mobility modes, the service provider supply chain Be a critical evaluator in reviewing the various mobility demand models and a strategic thinker in defining the mobility solutions to meet demands Facilitate the technical and commercial due diligence of companies that will aid in making strategic investment decisions Evaluate the feasibility of Autonomous Mobility as part of the integrated mobility options Develop business data analysis and scale up recommendations Develop MoUs, RFPs, RFQs, contracts, and other required tendering documents, including SoW of various mobility projects Develop various recommendation reports, periodic project status reports, presentations and other related effective communication material as needed Maintain current client relationships and identify areas for potential clients Connect with potential clients & stakeholders to establish new business relationships Develop new revenue stream models through various business frameworks Business development of MaaS, including the evaluation of various business models, cash flow, and P&L analysis Global benchmarking/recommendations of sustainable mobility (incl. BEV, FCEV) business models, shared mobility systems, and digital integration Research the latest in the mobility industry and propose new opportunities to expand business Strong understanding of company products and services as well as business position to maintain company competitiveness Knowledge, Skills And ExperienceThe Service Development Lead must have at least 7 years experience and demonstrate abilities in the following: Plan and design network plans for inter and intra-regional services for all routes using computer software and producing statistical reports to evaluate the efficiency of the routes; Engage in traffic modelling to ensure Network Plans commensurate with the changing demand patterns Understand the user profile and use-case so as to develop a network that maximises the utilization of the fleet plan and schedule driver duties and vehicle blocks in compliance to working time regulations plan and project routes based on NEOM's parameters analyse and review planned and actual runtimes to modify schedules and trips to maximise profitability prepare staff rosters to ensure the most cost efficient deployment of drivers ensure that drivers manifest are accurate and produce on time plan, compile and update periodic public transportation schedule variations and changes due to special religious observances and events communicate with the OCC for planned deviations develop and maintain service recovery plans for prolong route diversions prepare the parking plan for garaging of buses develop the fleet substitution plan to address periodic passenger capacity requirements prepare the schedule for vehicle off-service for maintenance, cleaning, bus livery changes and any other requirements that are performed outside of the in-service pre-planned schedules coordinate with Maintenance to maximise fleet availability coordinate with Despatch to ensure that all drivers have the correct training, service objectives/knowledge and vehicle assignment to deliver the service plan evaluate information from drivers on Despatcher log plan and project the driver pool requirements for routine attrition and schedule changes; support Training to deliver the service plan support Training and Despatch to update the driver database assist in the scheduling of driver training support in the development of the Training program to maximise the number of drivers trained on multiple services conduct runtime surveys and analyse runtime profiles to maximise profitability for the company design and interpret transport and travel surveys coordinate and participate in site surveys propose network route designs to improve network coverage and passenger accessibility developing potential solutions to address issues related to congestion, accidents and traffic volumes participate in public consultation initiatives, including designing leaflets or questionnaires and attending scheme exhibitions analyse and write clear reports and present options and recommendations on transport systems support HSE in the development and update of the Emergency Management Plan coordinate with HSE on drivers' work hours to keep within allowed working hours participate in investigations and support in information gathering act as an expert witness at public inquiries and planning appeals evaluate cost of service plan monitors routes for efficiency by minimizing dead mileage excluded for NEOM payment evaluate the benefits and costs of different scheduling strategies develop the driver manpower training and management plan with Operations to reduce redundancy and improve cost inefficiency analyse existing systems and developing new ones to improve efficiency identify new opportunities or improvements to the transport operation giving presentations about proposed transportation options maintain the transport infrastructure and support services database, documenting information accurately and on time assess the impact of recent building developments, such as a new housing estate, on transport systems designing research methods and survey techniques compile and complete periodic passenger information schedules prepare notification to agencies on delays or changes in transportation schedules receives inquiries, complaints and service requests and resolves them according to established policies and procedures assists in responding to passenger feedback maintain the service plan database for all routes develop and update the scheduling management process flow prepares a variety of reports as requested participate in the preparation and submission of bids for projects/tenders stay knowledgeable about government transport and planning policy Qualifications: Bachelor's degree required, preferably in related engineering field, advanced degree preferred
