Job Title: Seafarers Personnel Manager Qualifications: Diploma or Bachelor of Business Administration; marine-related degree is an advantage. Minimum of 5 years in the marine and offshore industry as a crewing officer. Strong knowledge of maritime and compliance requirements. Excellent organizational and problem-solving skills. Leadership and people management skills. Experience in managing crewing budgets and financial principles. Ability to coordinate and implement organizational policies and procedures. Responsibilities: Manage all aspects of seagoing personnel administration, ensuring vessels are manned with qualified, medically fit, and experienced seafarers. Oversee selection, recruitment, briefing, interviewing, screening, and hiring of seafarers, in accordance with SMS procedures. Maintain seafarers database, monitor ex-seafarers, and plan deployments based on company needs. Manage personal, medical, training records, and certification details of personnel. Contribute to budgeting and forecasting for vessel operations. Ensure a sustainable manning factor by managing a diverse seafarer pool. Prepare timesheets and salary sheets in coordination with the finance department. Supervise implementation of department procedures and verify qualifications and documents of new recruits. Manage medical assistance and review personnel performance for promotions. Implement salary, pension, and welfare schemes with approval from the V-Chairman. Stay informed about manning developments, including compliance with ILO/MLC, flag administration, and unions. Conduct briefings and orientations for new and rejoining seafarers.
