Roles and Responsibilities

The role holder is responsible for supporting the execution of all initiatives related to Health, Safety and Environment of the specific DHCM communities and providing operational assistance on HSE related issues such as hazard analysis, risk assessment/identification evaluation and research control measures for accident prevention, hazardous material management, emergency preparedness, fire/life safety, ergonomics, industrial hygiene, and environmental regulatory compliance. The overall responsibilities of this role:

Emergency Management

Ensure all DCM master communities have emergency response systems, first aid arrangements, policies and procedures in place to manage emergency situations.
Participate in all emergency exercises and follow up on identified actions and measures.
Conduct incident investigations, identify root causes, and implement preventative actions to avoid similar occurrences.

Operations & Investigations/Inspections

Conduct periodic inspections and undertake various measures necessary for effective risk control & environmental impact assessments.
Coordinate to ensure potential high-risk activities during modification, relocation, and facilities work follow the “Permit to Work System” to mitigate risks.
Conduct assessments and support internal and external audits to ensure all HSE procedures are compliant with DCM HSEMS.
Prepare reports on DCM communities' performance against HSEMS with appropriate analysis and statistics for further action.
Conduct HSE Operational meetings with key stakeholders to discuss and review related HSE matters and risks.

Documentation & Tendering

Record and report all incidents for investigations as per DCM expectations through the work management system.
Support the Manager in assessing incident trends and reviewing overall HSE performance.
Regularly update the DCM HSE critical risk register and document all risk mitigation measures with regular follow-ups.

Inter Departmental & Government Coordination

Coordinate with FM operations/building projects, infrastructure, and fit-out teams for effective implementation of DCM HSE policy.
Ensure risk & legal registers and environmental impact assessment procedures are followed.
Support the Manager in organizing HSE committee meetings and recording key HSE matters for resolution.
Conduct HSE reviews of land and buildings during pre-sale and lease renewals to ensure compliance with HSE requirements.

Desired Candidate Profile

Monitor the performance of third-party service providers to ensure the HSE scope is delivered as desired and escalate issues to the Manager as needed.

Support with Trainings & Workshops

Support the Manager by preparing training and workshop materials for HSE stakeholders and organizing suitable training programs.

Continual Improvement

Execute eco-friendly practices, such as resource conservation, air, water, soil, noise, and waste management.
Identify operational challenges and incorporate improvements as necessary.
Record incidents/accidents and near misses to assess trends and implement necessary corrective actions.

About You:

The ideal candidate will have the following qualifications and experience:

Bachelor’s Degree in Environment, Occupational Safety & Health, or Engineering.
A current relevant health and safety qualification (e.g., NEBOSH Diploma/IOSH/CSP Certificate or equivalent) is essential.
Competency certification (e.g., Lead Auditor ISO 45001/OHSAS 18001) is desirable.
Minimum of 4 years of experience in HSE management systems.
Demonstrated experience in OHSAS 18001, ISO 45001, ISO 14001.
Excellent written and verbal communication skills in English.
Strong skills in crisis management.
Thorough and accurate with attention to detail.
Excellent report writing skills.
Computer skills are essential.
