Tabreed Abu Dhabi Emirate, United Arab Emirates To manage the annual recruitment plan in accordance with Emiratization initiatives, and ensure effective implementation of recruitment policies and procedures in order to support the achievement of Company business strategy.

Key Accountabilities:

  1. Recruitment Plans:
    1. Develop and seek approval for the recruitment plan ensuring alignment of all departments to promote achievement of Company business strategy.
    2. Ensure effective implementation of approved recruitment and manpower plans across the Company within set timelines.
    3. Review and validate requirements for non-budgeted positions as per emerging business requirements to ensure non-budgeted requests are aligned to departmental objectives.
  2. Department Budgets:
    1. Develop and seek approval for the annual recruitment and manpower budget and ensure all recruitment activities are carried out in compliance with the approved budget.
  3. Recruitment and Selection:
    1. Lead the design and development of effective sourcing plans (including campaigns, job fairs, web site, etc.) in order to facilitate Company’s positioning as an employer of choice.
    2. Build, maintain and foster external relations with employment agencies, academic institutions and other sources of high potential candidates ensuring that agencies understand Company’s recruitment requirements.
    3. Lead the development, maintenance and update of a recruitment database which holds information of potential CV’s and interviewed candidates ensuring that this database will support in fulfilling the future manpower requirements.
    4. Plan and manage all recruitment campaigns while monitoring the approved budget in order to effectively meet the recruitment schedules.
    5. Manage the implementation of candidate selection methods, such as structured interviewing, psychometric testing and other forms of assessment based on Company job requirements.
    6. Negotiate employment terms with suitable candidates and make offers ensuring adherence to statutory laws, market practices and HR governance framework.
    7. Ensure development of offer letters and competitive contracts in line with Company policy.
    8. Develop and maintain a Preferred Supplier List of recruitment agencies and manpower supplier agencies preferably specializing in Utilities sector.
    9. Develop and implement outsourcing models for specialized services like drivers, office boys etc.
    10. Manage the manpower supplier agencies on a regular basis for the Long Term Contingent Worker type of hiring requirements and administrative matters pertaining to it.
  4. Reports:
    1. Prepare in a timely and accurate manner recruitment and manpower planning reports to meet Company standards and department requirements.
    2. Identify opportunities for continuous improvement of recruitment administration and manpower planning systems, processes and practices taking into account international leading practices, improvement of business processes, cost reduction and productivity improvement.
  5. Team Development:
    1. Ensure the effective achievement of the team functional objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – to maximize the subordinate and departmental performance.

Job Requirements:

Minimum Qualifications:
  1. Bachelor's Degree in Human Resources Management or equivalent.
  2. Master in Business Administration (MBA) with major in Human Resources or Society for Human Resource Management (SHRM) or Chartered Institute of Personnel and Development (CIPD) or equivalent would be preferred.
  3. 6-8 years of relevant experience in a similar role in Recruitment in a large or complex organization.
  4. 5 years of direct supervisory experience.
