Role Summary

TBI is working with senior political leaders worldwide to imagine the art of the possible, formulate bold solutions, and deliver tangible change for their citizens with technology. With today’s rapid advancements in machine learning and generative AI, the ’toolbox’ available to political leaders allows for a transformation of public services. This is especially the case in education and skills, where the promise of technology to provide high-quality, personalised learning and career pathways and improve standards at scale is immense. TBI is helping leaders to master this new world and explore new frontiers in government, public service innovation, and stimulate economic prosperity. To advance our service offering in service of this goal, TBI is seeking a Senior Advisor, Education and Skills to join our team of central experts on government innovation in Global Client Solutions (GCS), part of our Government Advisory division. GCS is a hands-on centre of excellence designed to bring the best of the Institute and distribute it at scale to our in-country teams to enhance the quality and impact of our advice to global senior political leaders. The Senior Advisor will bring experience advising senior political leaders on how to transform education and skills systems for the 21st century and confidently highlight the role of technology as the catalyst of innovation and accelerated impact for human capital development. They will be able to speak simply, clearly and convincingly to senior political leaders about best practices, emerging successes, and the power of innovation to scale high-quality education outcomes and skills development in different geographic contexts. As a central resource, the Senior Advisor will set the vision for how governments are able to transform education and skills systems by a) improving teaching and learning in and out of the classroom; b) providing effective management of education systems at every level; c) meeting the rapidly evolving skills needs of 21st-century labour markets. They will combine a strong understanding of the importance of foundational learning and effective interventions to combat learning poverty with a knowledge of what works well in systems aiming to go from good to great and beyond. Providing valuable counsel, technical input, quality assurance, and thought leadership to colleagues and governments around the world, the Senior Advisor will ensure TBI’s support on education and skills is as impactful as possible. Working with Policy & Politics and Partnerships & Initiatives colleagues and engaging externally, they will stay on the cutting edge of technology advancements and draw in learnings from our global portfolio to continually improve and evolve the offer and relevant tools, including through the creation of partnerships for design and delivery. Key Responsibilities This is a senior role within TBI and will be held by an exceptional candidate with deep and extensive experience helping senior political leaders generate change and systemic improvements in education and skills with data, education technology and AI as key enablers; with a bold creativity and ability to translate the art of the possible into action and practical recommendations and choices. Offer and solution development
  1. Develop and implement TBI’s offer on education and skills, building on existing advisory projects, ongoing partnerships (such as the TBI Digital Academy or our digital skills for public servants partnership with Apolitical) and policy strengths to create a consistent menu of options for political leaders seeking to transform education and skills systems in their countries.
  2. Work closely with other Sr. Advisors to link the education and skills offer to TBI’s evolving offers in other key areas such as public service innovation and industry and commerce.
  3. Establish complementary foundational offers in improving teaching and learning at scale, education system management and skills development for the age of AI.
  4. Support our Executive Chairman and leadership across the Institute to continuously evolve their understanding of the latest trends and evidence of impact for emerging interventions in the education and skills space.
  5. Identify and apply emerging opportunities and policy solutions drawing from and contributing to the research and thought leadership of the Policy & Politics team.
Project design and delivery
  1. Support country directors, teams and clients to identify impactful policy initiatives to reimagine education and skills systems.
  2. For projects with an ambition to utilise AI and technology solutions, work closely with the Partnerships team and TBI partners to help clients identify delivery partners.
  3. Provide advice to teams and clients on the design and implementation of solutions, including the necessary infrastructure, policies, training, processes and structures.
  4. Lead the development of policy frameworks and other assets TBI teams can use with government counterparts.
  5. With Advisory leadership, support key milestones and project delivery to ensure success and support troubleshooting where necessary.
External engagement and partnerships
  1. Working with the Head of Partnerships for Digital Skills and Inclusion, enhance our relationships with leading innovators and technology companies in the education space.
  2. Collaborate with the Partnerships team to support the growth and implementation of partner-delivered programmes for improving digital skills.
  3. Provide senior-level representation and presentations for TBI externally.
  4. Engage with relevant external stakeholders aligned to income and engagement strategy.
Enabling Systems
  1. Support the development and delivery of internal learning on public service innovation.
  2. Shape and embody a positive culture that drives innovation and delivery.
  3. Engage an internal community of practice of individuals with interest or experience in education and skills development advisory.
Person Specification We are looking for an experienced specialist on transforming education and skills systems and services including with technology with:
  1. Experience advising senior political leaders on education and skills policy or programmatic delivery or reforms.
  2. Strong verbal communication skills with an ability to convey complex technical concepts in easy to understand and compelling ways.
  3. Ability to advise on education and skills policy and delivery mechanisms.
  4. Demonstrated strategic thinker with pragmatic optimism.
  5. Strong written skills, including ability to frame and distil complex subjects into understandable frameworks.
  6. Excellent negotiation and influencing skills, with discretion and tact.
  7. Sensitivity to a broad range of cultural and regional norms.
  8. Willingness to travel globally and up to approximately 30 percent.
  9. Professional working proficiency in another language is a bonus.
