Job Objective

Implement HSEQ strategy and ensure adherence to Service Level Agreements within the assigned sites through operational management of HSEQ resources. Lead and develop marine operational resources to assure Milaha, client and regulatory compliance and implement best-practice. Provide high level expert technical advice to business units in order to allow them to reduce liability, operate in legal conformity, upgrade operations, gain or maintain international standards and develop management systems. Liaise with and undertake detailed reporting of activities directly to all marine clients on all HSEQ related matters for all marine activities including subsea and construction contracts.

Key Roles & Responsibilities:

• Manage and direct HSE marine team to ensure Milaha maintains clear awareness of compliance and risk horizons within a challenging multifaceted organizational and operational environment with a diverse workforce.

• Continuously evaluate the organization's marine health & safety performance data (such as internal and external reporting, Business Unit monthly data, Work Permit, Work Place Inspections, Incident Investigations, Corrective Actions, Incident Reporting, Stop Cards, Audit Reports) and where required interface and counsel leaders to adjust programs as needed to foster a culture of continuous improvement.

• Create bespoke technical procedures, specialist manuals and forms in order to provide the business units and assigned site(s) documented work procedures and processes, support business continuity, provide continual improvement and operate to international standards in line with client, contractual and legal requirements

• Represent Milaha Business Units with major clients to provide strategic direction, reporting and undertakings in regard to Health and Safety implementation, action and management

• Evaluate departments and business units and assigned site(s) work processes, performance against objectives, providing transparency, efficiency and financial savings, removing duplication, offering solutions that are cost effective, increase performance, reduce waste, eliminate loss and ensuring continual improvement via the audit process.

• Manage and coordinate ISO, ISM, ISPS and MLC international standards related activity for the department and business unit and assigned site(s) inclusive of audit planning, scheduling, audit function, issue of corrective actions and monitor until completion.

• Directly liaise with clients regarding HSEQ contractual requirements, audit findings, inspections, HSEQ performance, incident investigations and emergency response

• Ensure incident investigations are completed (in accordance with procedural requirements) and documented; providing detailed reports, maintaining an incident tracker, performing cause and trend analysis, ensure client compliance requirements are achieved, and issuing of LFI's

• Support the business units in the preparation, maintenance and update of their specific management systems in alignment with the Corporate MMS

• Conduct technical HSEQ coaching for all levels of business unit management and personnel

• Establish and implement the Contractor HSE Management process consisting of contractor screening, contractor audit programs, HSEQ performance monitoring, and periodic contractor meetings

• To perform HSEQ technical inspections to chartered vessels as a pre-contracting and pre-mobilization screening process

• Act as technical specialist for health and safety matters and principle point of contact for the business unit and assigned site(s)

• Provide technical support to operational managers on potential conflicts between the business unit and clients, regulatory authorities, or other interested parties

• Review and provide feedback on tendering process for new contracts regarding HSEQ requirements, and ensure implementation of HSEQ requirements

• Measure business unit and assigned site(s) HSEQ compliance and implementation levels and provide detailed reports to senior management

• Prepare, discuss internally and present to clients the HSE Plans, Bridging Documents, Risk Assessments, Organizational Charts, for all contracts, projects and vessels

• Identify and communicate HSEQ relevant international, GCC, and Qatar laws and regulations, and provide advice on the specific requirements within the department and business unit and assigned site(s) legal register to enable compliance.

• Manage customer complaints, marine violations and crew grievances related to HSEQ and welfare, and ensure timely feedback to clients and vessels.

• Oversight of ongoing implementation of Occupational Safety Policy and procedure processes within all departments and business units and the development of business specific processes.

Qualifications - External

Education & Professional Qualification

3-year Full Time Degree in Health and Safety from a recognised institution; or

3-year Full Time Degree (Associated Degree) from a recognised institution and a 2-year Full Time Graduate Diploma in Health and Safety; or

3-year Full Time Degree (Associated Degree) from a recognised institution and NEBOSH Diploma in Occupational Health and Safety; or

3-year Full Time Degree (Associated Degree) from a recognised institution and Chartered member of IOSH

Auditor qualification (preferred Lead Audit) for ISO accreditation framework

Root Cause Analysis certification is preferred

Training and Assessment qualification at Level 4 or higher is preferred

First Aid certification is preferred

Professional Experience

10-15 years of experience of which 8 years as HSE professional in marine industry.

At least 5 years of experience within management accountability of HSEQ operational functions

Computer Skills

Good knowledge of Office and web applications

Advanced MS Excel and PowerPoint skills

Language Skills

Fluent spoken and written English

Ability to write high level reports of a precise nature

Market/Industry/Functional Knowledge

Proven success in the implementation of an effective safety process culture in a multinational environment where perceptions of safety and risk vary considerably

Sound knowledge of international best-practices gained from global companies that operate in high- risk, high-consequence environments governed by stringent regulatory requirements#J-18808-Ljbffr
