Petroplan is recruiting for the position of Assistant Resident Engineer (ARE) on behalf of a Global Engineering Consultancy for a maritime civil construction project in Oman.

The scope of the project entails the repair and reconstruction of the present marine infrastructure of a large desalination plant.

The position will become available in May 2024, and has an 18-month program.

Assistant Resident Engineer (ARE)

A full-time position that supports the Resident Engineer (RE) and closely follows the project progress on site. Since there is work taking place on many fronts simultaneously (pipe welding / stringing, concrete casting, marine installation, dredging, etc.), it is required to have more than one resident engineer on site. Should the locations where activities are taking place concurrently be reduced, a part time role for the ARE could be considered. The ARE would also stand in on site during the RE's rotation and then assume the RE's responsibilities. This would, as far as possible, be planned during time periods when non-critical construction aspects take place. The ARE will also support the RE in terms of site related Contract Administrative aspects.

Key Responsibilities:  

  • Assist the Resident Engineer in overseeing construction activities, including, but not limited to, site inspections, quality control, and progress monitoring.
  • Attending to / assisting with evaluating Contractor submissions (e.g. method statements, shop drawings, inspections, information requests).
  • Assist in coordinating with Consultants' Resident Engineers of other disciplines to achieve the project completion milestones and allow smooth work interfaces.
  • Participate in, and potentially run, Weekly and Monthly Progress Meetings.
  • Collaborate with contractors, subcontractors, and other stakeholders to resolve technical issues and ensure project objectives are met.
  • Review engineering drawings, specifications, and documents to ensure accuracy and compliance with project requirements.
  • Oversee field tests and inspections to verify materials and workmanship meet industry standards and project specifications.
  • Prepare reports, documentation, and progress updates for project stakeholders, highlighting key milestones, challenges, and resolutions.
  • Assist in the implementation of safety protocols and procedures to ensure a secure working environment for all personnel on site.
  • Assist in monitoring progress against accepted construction schedule and review the Contractor's progress reports. Assess the progress and inform the Project Manager and Client in case of delay.
  • Assist in giving directions, helping, and monitoring the performance of Site Inspectors and Office Engineering staff.
  • Assist with the maintenance of accurate records and reports related to the project.
  • Discuss deviations from specified construction materials and procedures with Engineer-In-Charge.
  • Assist in the regular review and approval of contract submittals and payment applications to contractors.
  • Participate in contract close-out activities.
  • Assist in conducting regular progress meetings with the contractor and appropriate personnel and report on any issues, as necessary.
  • Plan, organize, control, and monitor site activities. Prepare and presents technical reports, construction progress monthly report, financial progress report and ensure quality management is implemented on site.
  • Other duties as assigned by the RE or Design Office.

 

Qualifications:

  • Professional Civil Engineering Degree (4 years) from a recognized Technical University or similar institution.
  • Minimum 5 Years' post-graduation experience in site supervision of maritime construction management or maritime engineering.
  • Engineering Professional registration with ECSA as a Pr Eng./Pr Tech Eng. Pr.CPM / PrCM accreditation would be an advantage.
  • Proven familiarity with FIDIC conditions of contract for construction and experience working on projects in the Middle East region.
  • Proficiency in relevant software and tools, such as AutoCAD, Microsoft Office Suite, BIM360, and project management software.
  • Strong technical knowledge and understanding of engineering principles and practices.
  • Professional working proficiency in English language.

Performance Criteria

 

 

 

  • Experienced in coordinating marine civil engineering projects, must be familiar with various types of software including AutoCAD, BIM 360 as well as other computer applications such as Microsoft Office.
  • Day to day running of a complex "live site" on a multi-year marine project of considerable complexity. This would include balancing the needs of continuity in functionality of the existing the facility with the need to upgrade and built new facilities to augment the existing, sequencing of the Works, decanting, answerable to both Client and the Project teams.
  • Proven track record of working with FIDIC contracts.
  • Excellent communication and interpersonal skills, with the ability to work effectively in a team environment.
  • Detail-oriented with strong problem-solving abilities and a proactive approach to challenges.

 

Deadlines

 

 

 

  • Completion of work according to schedule.
  • The timeliness of performing his/her activities as well as the activities of his/her subordinates.
  • Submission of all reports and deliverables by their due dates.
  • Any other deadlines as determined by the Project Director, Project Manager/ Design Lead, and Resident Engineer
