Petroplan is recruiting for the position of HSE Manager and Supervisor - Precast Yard on behalf of a Global Engineering Consultancy for a maritime civil construction project in Oman. The scope of the project entails the repair and reconstruction of the present marine infrastructure of a large desalination plant. The position will become available in May 2024, and has an 18-month program. HSE Manager and Supervisor - Precast Yard Full time position. The key role of HSE (Health Safety and Environment) Manager and Supervisor - Precast Yard is to keep a safe environment for workers during all stages of a project. Assisting the Resident Engineer (RE) and Assistant Resident Engineer (ARE) by witnessing and conducting routine site inspections. These may include off-site inspections as well if required at manufacturing facilities.Key Responsibilities
- Manage all aspects of Health and Safety policies, procedures, processes, and standards and alignment with applicable legislation.
- Manage all aspects of Environmental policies, procedures, processes, and standards and compliance to all relevant legislation.
- Ensure industry and global best practices are followed in all HSE elements and provide support to management teams and department managers.
- Continuous inspection of project site, to ensure a hazard-free environment.
- Assessment and approval of contractor safety plans, continuous throughout the project.
- Verification of tools and equipment to ensure good quality.
- Promoting safe practices on site.
- Creating and enforcing safety guidelines and programs.
- Carrying out drills and exercises on managing emergency situations.
- Conducting investigations on accidents.
- Verifying that all safety reports are submitted.
- Responding to workers' safety concerns.
- Manage all communications with Project Team, Contractors, and Clients in regards of safety.
- Arrange health and safety authority mandated evaluations of the site.
- Coordinate all issues regarding hazardous materials or waste.
- Assisting with the preparation of a construction health and safety plan.
- Attending project planning meetings and collaborating with project team.
- Establishing and maintaining health and safety communication structures.
- Testing effectiveness of site emergency response plans.
- Relevant industry qualification such as Nebosh International Certificate as a minimum.
- 5 years in operational experience in the field of civil construction.
- Proficiency in applicable occupational health and safety legislation specific to the location and activities.
- Training as implementer or auditor of ISO 9001, ISO 14001, and ISO 45001 advantageous.
- Proficiency in relevant software and tools, such as Microsoft Office Suite and BIM360 software.
- Professional working proficiency in English language.
