Health Safety Environment Officer - Saudization

The HSE Officer is responsible for ensuring a safe and compliant work environment within the printing and packaging facility. This role involves implementing health, safety, and environmental (HSE) policies, conducting risk assessments, ensuring compliance with local and international safety regulations, and fostering a culture of safety among employees. The HSE Officer will collaborate with multiple departments to enhance workplace safety and sustainability initiatives. Roles and Responsibilities: Health & Safety Compliance
  • Ensure compliance with KSA labor laws, Saudi Health & Safety regulations, and GOSI (General Organization for Social Insurance) safety requirements.
  • Develop, implement, and maintain HSE policies, SOPs, and procedures in line with ISO 45001 (Occupational Health & Safety) standards.
  • Conduct regular safety audits and risk assessments, identifying hazards and implementing corrective actions.
  • Ensure emergency preparedness plans are in place, including fire drills, evacuation procedures, and first aid response.
  • Investigate and report workplace accidents, incidents, and near misses, ensuring root cause analysis and corrective actions are implemented.
Environmental Sustainability & Compliance
  • Ensure adherence to ISO 14001 (Environmental Management System) and environmental regulations related to waste disposal, emissions, and resource management.
  • Monitor and manage waste disposal processes, air quality control, and chemical handling in compliance with Saudi Environmental Regulations.
  • Promote sustainable practices, including energy conservation, waste reduction, and recycling initiatives within the plant.
Training & Awareness Programs
  • Conduct HSE training sessions, toolbox talks, and safety awareness campaigns for employees, contractors, and visitors.
  • Ensure all employees are trained in hazardous material handling (HazMat), PPE usage, lockout-tagout (LOTO) procedures, and emergency response.
  • Implement and monitor behavior-based safety (BBS) programs to encourage a proactive safety culture.
Workplace Safety Inspections & Audits
  • Perform daily, weekly, and monthly HSE inspections of production areas, machinery, and storage facilities.
  • Maintain up-to-date HSE records, risk assessments, and safety audits, ensuring all reports are documented as per regulatory standards.
  • Liaise with government regulatory bodies (Civil Defense, Ministry of Environment, Saudi Food & Drug Authority - SFDA, etc.) for compliance and inspections.
  • Lead incident investigations, ensuring timely and accurate reporting of workplace injuries and hazards.
  • Maintain incident logs and corrective action tracking systems to prevent recurrence of safety violations.
  • Conduct root cause analysis (RCA) and risk mitigation strategies to prevent workplace injuries.
Key Performance Areas (KPAs) Regulatory Compliance & Safety Audits
  • Ensure 100% compliance with Saudi HSE regulations and international safety standards.
  • Conduct a minimum of two HSE audits per month with actionable reports.
  • Reduce workplace injuries and accidents by at least 20% annually through proactive safety measures.
  • Implement and monitor effective corrective and preventive actions (CAPA) for identified hazards.
Training & Employee Engagement
  • Conduct monthly HSE training programs for employees.
  • Ensure 90%+ employee participation in safety drills and awareness sessions.
  • Ensure zero environmental violations through proper waste disposal and pollution control.
  • Implement sustainable waste management initiatives, achieving at least 15% reduction in waste annually.
Education Qualification and Experience: Education required:
  • Bachelor’s degree in Environmental Science, Occupational Health & Safety, Industrial Engineering, or a related field.
  • A Master’s degree in Safety Management is a plus.
Certification required: Mandatory:
  • NEBOSH IGC (International General Certificate in Occupational Health & Safety)
  • OSHA 30-Hour General Industry Certification
  • First Aid & Fire Safety Certification
  • Level 1 (Practitioner) Certificate in Occupational Safety and Health – Ministry of Human Resources and Social Development, KSA.
Preferred:
  • HAZMAT Safety & Dangerous Goods Handling Certification
  • Saudi Civil Defense Safety Certification
  • Minimum 5-7 years of experience in HSE roles within a manufacturing, printing, packaging, or FMCG industry.
  • Experience in local KSA industries is preferred, but candidates with international experience in similar sectors will also be considered.
  • Local/International: Strong understanding of Saudi Arabian HSE laws, GOSI safety regulations, and environmental policies.
