Job Description & Responsibilities The Construction Manager will work with the Site Manager and the Construction team to ensure the following:

  • Implement safe execution of the field scope in accordance with the baseline schedule, and to the required quality.
  • Accountable for the performance of the Project Management Company (PMC).
  • Accountable for construction quality management, ensuring quality systems operate well.
  • Resolve major non-conformances.
  • Accountable for the planning of the construction activities, developing the construction schedule, and ensuring it is updated weekly.
  • Manage field general costs and protect AP’s interests during the construction stage, including Construction Change Order management.
  • Responsible for construction troubleshooting and problem solving necessary to facilitate the construction scope of work, working with the engineering team to resolve technical queries and with the materials team to resolve material requirements/shortages.
  • Manage field construction safety/quality records and documentation through all construction phases, including handover to the operation team.
  • Overall safety accountability during the commissioning stage up to the MCC, and support the commissioning team for commissioning activities.
The Construction Manager will be responsible for:
  • Managing the performance of the Project Management Company (PMC) for construction.
  • Maintaining and tracking the detailed construction schedule and earned value measurement, recognizing deviations and risks, and making recommendations to the Site Manager and Project Manager to enable resolution.
  • Maintaining daily contact with Site and Project Managers, ensuring open and effective communication, and immediate escalation of issues as appropriate.
  • Providing weekly overall construction reporting as required.
  • Managing the Site Construction Team to ensure effective and timely responses to all troubleshooting and problem-solving needs.
  • Managing the Construction Team to ensure construction milestones, Mechanical Completion, and other activities and documentation are planned, executed, and controlled.
  • Developing, implementing, and periodically reviewing the Construction Worksite EHS Plan, ensuring it is updated as necessary to reflect all site conditions.
  • Reporting any significant near misses, first-aid, medical treatment, lost time, recordable, or pollution incidents to the appropriate agencies and to the Site Manager and all necessary management staff.
  • Ensuring adequately resourced and competent Contractors are employed.
  • Developing overall coordination and cooperation of contractors to minimize interface problems.
  • Ensuring effective coordination and communication exists between AP and contractors.
  • Identifying all risks and significant environmental aspects on site for all activities, and ensuring these risks are communicated to the appropriate contractors while retaining records of communications.
  • Ensuring competent persons have retained and reviewed copies of contractor’s risk assessments, work method statements, and EHS plans to ensure they meet the requirements of AP work practices.
  • Ensuring adequate permit to work programs are in place for different phases and aspects of the project.
  • Ensuring contractors understand and embrace the AP JSA (job safety analysis) system and implement it with their workforce.
  • Ensuring contractors are aware of their roles and responsibilities regarding safe working procedures and that both contractors and workers comply with site rules set out in the Worksite EHS Plan and EHS Instruction to Contractors.
  • Informing and consulting all workers on EH&S matters that may affect them regularly throughout the project.
  • Attending and chairing regular meetings involving all Contractor’s Senior Representatives and the Client.
  • Ensuring processes are in place to ensure the competence of AP field staff in relation to their EHS responsibilities.
  • Monitoring health, safety, and environmental performance.
  • Ensuring all relevant plans and documents are in place to support the project as necessary.
  • Following all relevant EHS codes of practice.
  • Actively participating in the safety program and leading by example when on site.
  • Holding people accountable in relation to their duties as written within this plan.
  • Delegating responsibilities as necessary to suitably qualified personnel to ensure the objectives of this plan are met.
  • Issuing all appropriate reports as agreed and in the correct format.
  • Overseeing and coordinating the work of the PMC Quality Control Group and the construction contractors assigned to a project, applicable during the commissioning/start-up period where vendor and Operations representatives are present.
  • Monitoring and assuring contractor compliance with all applicable AP construction specifications and contract drawings.
  • Reporting to the Site Manager any potential quality issues that may affect schedule or cost, including an audit report with a plan of action to promote quality awareness and eliminate out of compliance installation.
  • Working with the PMC Quality Group to inspect the work of each contractor and ensure the quality of workmanship and materials meet contract requirements.
  • Making arrangements for the receipt, inventory, storage, and safe handling of materials and equipment purchased by AirProducts which are delivered directly to the job site.
  • Arranging for witnessing the testing of all systems and maintaining a log as indicated (Quality Control/Quality Assurance Guidelines).
  • Submitting all necessary reports to the Overall Construction Manager on time.
  • Ensuring the contractor arranges for tests such as x-rays, concrete tests, soil compaction, hi-pot tests, etc.
  • Conducting a weekly on-site construction meeting with the PMC and the assigned contractors and their subcontractors to discuss quality-related issues.
Skills The required Education and Experience:
  • Appropriate engineering degree.
  • 20 years construction experience with 5 years as a Construction Manager.
  • Strong construction management experience of large multi-discipline sites.
  • Team player.
  • Strong and effective leader and coordinator.
  • Organized, disciplined, able to perform under pressure and manage multiple priorities and parallel tasks.
  • Strong Microsoft software skills, particularly Excel.
  • Strong report writing skills.
  • Middle East project experience.
  • Experience of working on camp-based construction sites in remote Middle East locations.
  • Experience of working in multicultural project teams.
  • Strong negotiating skills.
