Effectively manage the Marine Procurementactivities for specific categories for Nakilat and its JVs (asapplicable), including but not limited to contracts'management and administration, sourcing strategy, performancemonitoring and tracking, vendors' management, etc.,aiming at maximizing cost effectiveness and optimizevalue.AccountabilitiesKey Accountabilities:1. Manage the end-to-endcontracting activities in an effective and efficient way, enablingNakilat to enhance returns from spend for goods and services, andimprove the performance in terms of cost, quality and overall valueon its panel of categories.2. Plan, develop and implement theentire range of the procurement strategies in alignment with thebusiness objectives.3. Manage the challenges associated withconflicting priorities and change in demand due to rapid businessgrowth.4. Optimize existing contracts in terms of efficiency, costand value, which shall directly have an impact on Marine spend incoordination with Nakilat and the Joint Venture companies.5.Identify opportunities for synergies, consolidation andstandardization engaging JVs, and leverage size and scale, andexecute accordingly to realize value through strategic contract andcost management solutions for the respective panel of categories.6.Obtain End User buy in at all stages of the contracts'management, to ensure the smooth implementation of contracts.7.Establish regular KPI's and suppliers scorecards forrespective categories, considering previous experience, lessonlearned with focus on continuous improvement.8. Optimizecategories' suppliers database based on researchconducted, internal / external sourcing. 9. Implement and developan effective supplier relationship approach with vendors, coveringperformance follow up, Supplier risk management, Supplierimprovement plans, etc. 10. Record, follow up and provide answer tothe failure of contracted suppliers, monitor incidents (i.e.goods/services not meeting the standard or incorrect goods/servicessupplied by the vendor), and take required actions. 11. Performvendors audit at prequalification and evaluation stages to ensurecompliance with Nakilat requirement.12. Manage overall contractingcycle "end to end activities" related topre-award and post award stags, and administrate the contractsduring their entire life, including the issuance, review, andrenewal. 13. Evaluate the risk of the contract and ensure thatappropriate protections are in place.14. Provide expert advice onMarine services and goods procurement to related stakeholders forrespective categories. 15. Prepare and recommend procurementstrategy to the proper TOFA holder, including LTC and GTC, alongwith the related analysis/evaluation for review and awardconsiderations (based on technical and commercialfactors).Accountabilities - 216. Perform regular market analysisand benchmarks on respective categories of goods and services andfeedback the outcome to the End User.17. Implement and support thedevelopment of unified policy, processes, and initiatives throughadoption of best-in-class practices to improve cost, quality,delivery of Marine services and goods.18. Ensure that allactivities are done in compliance with existing P&Ps,company code of ethics and business conduct and with relevantregulations.19. Build and maintain healthy relationships with newand existing suppliers. Qualifications:• University degreein Procurement and Supply Chain; Law; Business Administration;Engineering (BA and above; Master's degreepreferred).• Preferably with membership of CIPS (CharteredInstitute of Procurement and Supply)Experience:• a minimumof 3 years of experience in Marine Procurement, which 1 year shouldbe in a similar role primarily in a well-recognized maritimecompany.• Experience in handling contracts for variousdisciplines with complex procedures and policies.• Provenexperience of vendor management and contract management isrequired.Job Specific Skills:• Knowledge of marineregulation, marine vendors, and preferably LPGenvironment.• Proactivity• Knowledge of standardforms of contract, contracts law and industry best practices onstrategic sourcing and contract management• Ability toanalyze and develop compelling business cases and present the sameat senior management level• Strong understanding ofContracts and Procurement principles and end-to-end supply chainmanagement practices and processes• Strong analyticalskill, commercial and financial acumen• Skilled IT user(MS Office and SAP), preferably having some knowledge inAMOS.• Strong knowledge and hands-on experience inadopting and implementing global best practices in SupplyChain
