Org. Setting and ReportingThis post islocated in the Programme Office in the State of Qatar (POQAT),Office for the Gulf Cooperation Council Region (OGCCR) of theUnited Nations Office on Drugs and Crime (UNODC) in Doha, Qatar.The incumbent will work under the direct supervision of theProgramme Coordinator (Chief of Center) of the United NationsRegional Center for Combatting Cybercrime (UNRCC) and the overallguidance of the Programme Coordinator of the Global Programme onCybercrime (GPC) and the Chief of the Cybercrime and Anti-MoneyLaundering Section (CMLS) Cybercrime and Anti-Money LaunderingSection (CMLS), Organized Crime and Illicit Trafficking Branch(OCB), Division for Treaty Affairs (DTA) of UNODC in Vienna,Austria. The incumbent will carry out work assignments inconnection with the implementation of counter-cybercrime technicalassistance in the region and, where necessary, internationally. Formore information on UNODC please visit assigned authority theProgramme Officer (Cybercrime Legal and Policy) will be responsiblethe following specific duties: Undertake assessments of the legalframework and policy in relation to cyber-dependant andcyber-enabled crime for countries, based on international bestpractice; Support Member States, revise or develop legislation andnational policies in relation to cyber-dependant and cyber-enabledcrime; Design curricula and courses on prosecuting and adjudicatingcyber-dependent and cyber-enabled crime; Organize and conductcapacity building and technical assistance activities onprosecution and adjudication of cybercrime and crimes committed bymeans of technology, virtual assets, darknets, online child sexualexploitation and abuse, all related technologies, and providetechnical advice to counterparts upon request; Undertake outreachactivities; coordinate international, regional and nationalworkshops, meetings and conferences; make presentations on assignedtopics/activities; Provide, prepare and draft reports, guidelines,standard operating procedures (SoPs), and analysis on cyber-related issues; Design and undertake training needs assessments ofprosecution and judicial agencies related to prosecuting andadjudicating cyber-enabled and -dependent crimes, including the useof electronic and digital evidence in trials; Research, analysisand collation of determined prosecution cases involvingcyber-dependent and cyber-enabled crimes. Coordinate and liaisewith inter-governmental and non-governmental organizations andinstitutions which are active in the provision of training andeducation on related issues at the international, regional orcountry level, as well as with associated UNODC and broader UNProgrammes; Assist in the ongoing monitoring and evaluation of theprogramme by collecting relevant data on project implementation,drafting reports and supporting follow-up of activities, asrequested; Implement activities under the Global Programme onCybercrime, by delivering, contributing to and ensuringcoordination among the relevant personnel and units in particularwith regard to the administrative set up of the activities,recruitment of staff and consultants, subcontracting of servicesand financial monitoring and reporting; With the direct oversightof the Chief of Center, prepare, review, plan and manage theimplementation of substantive and administrative support, includingbudget and procurement management; Prepare and draft a variety ofwritten outputs that relate to the implementation of the project,such as background papers, progress reports, evaluation reports,mission reports, briefings and presentations; Ensure regularcommunication with all project donors, and ensure that reportingobligations and other obligations towards the donors are fulfilledin a timely manner; Collect and analyze data to identify trends orpatterns and provide insights through graphs, charts, tables andreports using data visualization methods to enable data-drivenplanning, decision-making, presentation and reporting.
