Job PurposeTo maintain all gas distribution network (PE/Steel pipeline) related activities. To ensure required PE and Steel Pipeline operation and maintenance procedures are in line with best industry practices based on approved applicable standards. To maintain PRS, Primary Customer Meter installations, Protection system as per company procedures and standards, to ensure optimum utilization of available resources- manpower and material. To plan, organize and supervise operations and maintenance for all PE network and Steel pipeline related activities and provide support for the operation and maintenance planning including cost estimation, project planning and review of work packages. To participate in the PE network and Steel pipeline related operations and maintenance contracts preparation. To ensure that all performed activities under this role are in compliance with applicable HSE policies and procedures at all times. To participate in non-routine live gas operations and provide support during emergency response situations. To remain fully conversant with international developments and best practice in maintenance of Natural Gas distribution network and EandI systems related technology.Job Specific AccountabilitiesPlans routine preventive maintenance for NG distribution network (PE/Steel/PRS) as per standard and procedures.Conducts inspections on NG Network distribution (PE/Steel/PRS) to ensure work is carried out as per procedures and in a safe manner.Carries out his duties in accordance with specifications and Company policies and regulations.Plans, organizes, and supervises PE network and steel pipeline related operation and maintenance activities including valves and CP system for the natural gas project.Reviews and studies actual requirement and utilization of spare parts and maintenance materials and plans an inventory to be maintained.Conducts calibration of all instruments and gauges as per maintenance schedule.Participates in the development of the gas PRS and pipeline installation and initiates and manages the operation and maintenance procedures and activities.Participates in Emergency and Incident standby Rota and participates in accident investigation when required.Participates effectively in the development of scope of work of all PE network and steel related activities ensuring that latest approved technologies and best operation and maintenance practices are applied and in compliance with applicable international standards.Acts as Authorizing Engineer for PE network and steel related activities and participates in the development of non-routine live gas operation procedures and provides support during emergency response situations.Participates in establishing the Natural Gas Division (NGD) project Operation and Maintenance and Health, Safety & Environment Management processes.Prepares PE network and steel pipeline related operation and maintenance work packages in line with project procedures, specifications and applicable codes including Health Safety and Environment (HSE) requirements.Keeps abreast of all international developments in the field of Natural Gas distribution. Benchmarks, identifies and implements best practice in Natural Gas business.Participates in the preparation and development of scope of work for tender packages and technical evaluation of contractors and submitted tenders. Provides technical support when required to related engineering activities.Reviews and approves gas distribution network related installation materials, and their use in the operation and maintenance of pipeline and installations. Evaluates and applies new techniques to minimize operation and maintenance timing and public interruption.Organizes and participates in NGD steel related operation and maintenance projects audits on Contractors as required ensuring their compliance with requirements. Analyzes problem areas and recommends practical cost effective solutions.Provides guidance, input and high level of technical expertise as required.Participates in projects reviews like Hazardous Operations (HAZOP), Health Safety and Environment Impact Assessment (HSEIA) and Risk Assessments as and when required.Generic AccountabilitiesSupervisionPlan, supervise and coordinate all activities in the assigned area to meet functional objectives.Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.BudgetsProvide input for preparation of the Department/ Section budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.Investigate and highlight any significant variances to support effective performance and cost control.Policies, Systems, Processes & ProceduresImplement approved Department / Section policies, processes, systems, standards and procedures in order to support execution of the Department / Section's work programs in line with Company and International standards.Comply with all applicable legislation and legal regulations.Performance ManagementContribute to the achievement of the approved Performance Objectives for the Department / Section in line with the Company Performance framework.Innovation and Continuous ImprovementDesign and implement new tools and techniques to improve the quality and efficiency of operational processes.Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.Health, Safety, Environment (HSE) and SustainabilityComply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.ReportsProvide inputs to prepare Section MIS and progress reports for Company Management.Internal Communications & Working RelationshipsHas regular contact with the Senior Network Maintenance Engineer and the NG Maintenance Team Leader to discuss work related issues and to receive work directions.Has regular contact with his counterparts in other Divisions and has frequent contact with other employees in the Division.External Communications & Working RelationshipsHas frequent contact with government authorities, contractors and suppliers on related matters.Has regular contact with external companies in the international PE related market.Minimum QualificationBachelor's Degree in Mechanical/Chemical/Gas Engineering or equivalent Technical degree.Minimum Experience, Knowledge & Skills5-7 years of min. experience in Gas industry. 3 years of Technical experience in PE and steel pipeline related Natural Gas Distribution projects and systems.Basic computer literacy including familiarity with applications software in use in the department like MS Office and AutoCAD.Good knowledge in all aspects of NG network including PE/Steel and PRS.Very Good in English language with oral and written communication skills. Arabic language will be a positive advantage.Valid U.A.E./Country of origin Driving License.Membership of an appropriate and relevant Professional Institute will be added advantage.Work Condition, Physical effort & Work EnvironmentPhysical Effort: Up to 40% of the work time is involved in driving, walking and standing whilst visiting Sites and Contractors.Work Environment: Duties are performed partly outdoors exposed to the prevailing weather conditions during site activities and partly in air-conditioned surroundings.
