As a member of the International Maritime Industries Business Development, the Proposal Engineer's role is to ensure successful proposal delivery to Clients. They act as a catalyst between the relevant functional groups to ensure pre-contract compliance, commercial integrity, timely delivery, maximization of IMI's return and an effective handover. The Proposal Engineer's duties and responsibilities apply to all of the Pre-Award phase of the contract.Key Accountabilities & Working RelationshipsThe Proposal Engineer's duties and responsibilities apply to all the Pre-Post Award phase of the contract. Primary Accountabilities include:Tendering Phase: Proposal & EstimationReview Invitation-To-Tender (ITT) Document Package of assigned bids for newbuild rig opportunities.Registration of the new opportunity in the IFS.Create SharePoint folder on the IMI server for the collation of ITT / RFQ documents.Analyze the content and the entirety of the tender document package including attachments relating to individual work scopes.Distribute the Tender documentation to various disciplines within the organization for review.Develop Tender Assist Register (TAR) and distribute the Tender documents to various disciplines within the organization for technical inputs.Prepare proposal timelines and produce/communicate/monitor proposal action plan to drive opportunity through a structured, robust work-winning process in conjunction with the Division Head New Rigs P&E.Be the focal point with external stakeholders to ensure they prioritize the proposals workload to meet the proposal schedule.Consolidate inputs received from various departments to prepare pre-bid technical and commercial clarifications for the client.Coordinate with relevant departments within the organization for inputs required in the bid, including MTO's, equipment and material pricing, manhour requirements, project schedule, PMT, and all relevant information as required in the tender specifications.Generate a detailed and itemized listing of required work or tasks in Work Breakdown Structure (WBS) order as per bid requirement.Consolidate all inputs from internal and external stakeholders required to deliver the proposal.Prepare an effective handover package to projects team upon contract award.Prepare and submit Techno-Commercial proposals for Newbuild Rig, attending Client clarifications, and Contract Negotiations in Pre & Post award stage of the Bids/Project.Work proactively in the continuous improvement of company proposal templates and proposal processes.Comply with Health, Safety and Environmental policies and procedures and compliance with all audits and inspections.Participate and provide value input during the Tender Review process including inputs on numbers, the proposed work package, tender qualifications and exclusions, and general terms and conditions.Handover of complete bid package to Operations when project opportunity is awarded, including preparation of budget with allocation for labour cost, equipment and materials cost, sub-contractor, miscellaneous and all related costs required during execution of the project.Perform other functions as instructed by the Division Head New Rigs P&E.Commercial & FinancialUnderstand current market prices and competition within the region. Adjust rates to be offered if deemed necessary, due to commercial competitiveness, should be consulted and agreed to by the GM Proposals and Estimation.Perform cost estimates reviews in conjunction with the Senior Estimator and have the ability to challenge.Participate and provide value input on the proposal strategy being prepared by the proposal team including inputs on the proposed scope of work, terms and conditions, and effective tender qualifications and exclusions.Risk ManagementReview major risk allocation issues with the Proposal team to ensure alignment of understanding.Participate in bid phase risk assessments and provide strategic input on risk elimination, risk allocation, risk reduction and risk mitigation.Proactively assist in providing recommendations to mitigate project risks.Attend Risk Register reviews.Lessons LearnedSubject to always coordinating with IMI Legal to ensure privilege requirements are met, continually identify, collate, and record examples of best practices and lessons learned and feed these back to the IMI Business Development Department for dissemination to other proposals and inclusion in proposal and estimation training tools and resources.Who We Are Looking ForQualifications & ExperienceEducationBachelor's degree in Naval Architecture & Marine Engineering, Mechanical Engineering, Electrical Engineering (or equivalent).Professional QualificationsTechnical Certifications in the related field.Experience6 to 8 years of relevant experience.About Application ProcessIf you meet the criteria and you are enthusiastic about the role, we would welcome your application.
