Job Title: IT Governance & Planning Manager (SAUDI NATIONAL ROLE)Location: Riyadh, KSAIT Governance and Planning Manager is responsible for all ITD Governance and Support services required by ITD Management. IT Governance and Planning Manager will ensure conformity of all IT and technology systems, solutions, and services to legal, regulatory, and legislative requirements and oversee adherence of all teams within ITD to appropriate levels of quality. The incumbent will be ultimately responsible for assuring ITD Management, and the effectiveness of the organization's process controls across all of its activities. The role will also oversee IT Quality Management, IT Risk Management, IT Capacity Management, IT Problem Management, IT Change & Release Management, IT Service Level Management, IT Performance Management, IT Contract & Finance Management, and IT Audit Outcomes Management. Ensures information is periodically gathered from each specific ITD function, aggregated, and reported appropriately through an overall IT Dashboard.Key Responsibilities:IT Quality Management: Establish and manage Quality Management capability within IT. Manage and implement in each ITD function Quality Management reviews (focusing on IT Services, Processes, and Resources) to measure and monitor adherence to quality framework and provide feedback on adherence to quality objectives to enable continuous improvement processes. Provide regular Quality Management reports to the CIO. Own and maintain the full end-to-end suite of standard industry processes (e.g., ITIL) necessary to provide effective and efficient operational services (e.g., Change, Problem, IT Audit, Capacity Management, and Service Level Management).IT Risk Management:Establish risk management as an effective decision-making tool within ITD providing guidance and support for its use across the organization. Ensure the IT risk profile is understood and recommend and implement appropriate actions to address risks that are not sufficiently mitigated.IT Capacity Management:Establish and administer an IT Capacity Management Function.IT Problem Management, IT Change & Release Management:Own and drive the problem management and change management life cycles to rapidly resolve service-related issues and changes and ensure that there is transparent and effective communication with the stakeholders to keep them informed of resolution and changing progress.IT Service Level Management:Work with IT Sub-Functions to define contract structures, service Catalogues, and Service Level Agreements (SLAs), as appropriate. Monitor service levels, manage service agreements with external parties, and provide service level reports to the head of the Technology Service Department.IT Performance Management:Design and implement, in coordination with IT functions, a set of key performance indicators to improve the function's productivity and the overall ITD services provided to business units. Direct, and control the performance of IT Services, Processes, and Resource functions in a consistent, meaningful, and accurate manner. Report consolidated view of IT Services, Processes, and Resources performance to the CIO.Qualifications and Experience:Minimum of 7 years of experience in IT, with expertise in IT governance and Planning, Strategic Alignment, Management Support, and Operational and Infrastructural areas within the Financial Industry.Minimum of 5 years of experience as a team lead or a managerial position.Good Arabic and English language skills.Knowledge of program management methodologies such as MSP, and project management such as APMP, PRINCE2, or PMI.Exudes technical credibility and exercises independent judgment and decision-making responsibilities.Knowledge of program, quality, risk, knowledge management, and resource allocation procedures.Ability to translate technical information into appropriate business language.Education:Bachelor's degree in IT or a related field.
