The Technical Proposal Engineer will assist in all relevant activities related to the compilation of Tender Proposals for tenders related to different projects in particular Technical Sections of the Proposals.Duties.Under the supervision of the Head of Technical Support, liaise with partners, through the Proposal Manager, and other departments involved in assisting in the compilation of parts of the Technical Proposal, i.e., Safety, Quality, Mechanical, Civil, E/I, Design, Legal, Accounts, etc., and coordinate their efforts to ensure that those parts of the Technical Proposal are prepared on schedule and in compliance with the ITB documents.Assist the Head of Technical Support in the preparation of Construction Execution Plans and the development of the most appropriate construction method for executing the works and assist in liaison efforts with other Construction Support Departments within the company.Partake in compiling the Technical Proposal in its final format, hard and electronic copies.Provide support to Pre-Qualification Documents preparation conducted by other departments within the company and as directed by the Head of Technical Support Section.Review of Technical Proposal's requirements as per the Invitation to Bid Documents and related contract specifications, drawings, etc. and discuss requirements with the Head of Technical Support Section.Respond to Technical Clarification Requests received from Clients.Attend Technical Clarification Meetings with the Clients.Carry out technical presentation of project execution plans and provide clarifications and resolve queriesUnder the supervision of the Head of Technical Support, establish the overall index of the whole Technical Proposal and review it with the Proposal Manager, in order to establish the overall strategy and approach to the preparation of the Technical Proposal.Under the supervision of the Head of Technical Support, establish split of responsibilities between ourselves and our partner/client and reviewing it with the Proposal Manager prior to issuing split of responsibilities to involved parties.Lead Technical Proposal discussions during proposal kick off and scope-review meetings with clients/partners and gain agreements on responsibilities.Coordination with the Head of Technical Support and the Proposal Manager for the requirements of the Technical Proposal.Attend site visits as needed to become acquainted with site conditions and take account of these in the Technical Proposal.Participate in identifying risk elements and coordinate with the Proposal Manager.RequirementsExperience: 5-10 years in the Oil/Gas & Petrochemical Industry, preferably in tasks listed below.Languages: Fluent EnglishExperience in technical proposal preparation.Familiar with Saudi Aramco bid submissions procedure.Familiar with SAP Ariba system for bid submissionsBSc degree in Civil Engineering
