We are currently considering candidates with aviation, other transportation or complex public accessible building project experience to provide project management consultancy services (including technical, commercial and construction management) for an airport project in Riyadh. This posting serves as an expression of interest only.

Job Summary:

In this role, you will participate in contract formation and/or administration. Contract formation includes supporting preparation and review of bid request packages and working within project contracts operating procedures. Contract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure contract compliance with project and client requirements.

Major Responsibilities:

Subcontract Management
  • Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management.
  • Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters.
  • Manages less complex contract changes by negotiating with customer personnel and obtaining settlement.
  • Communicates information programs to ensure mutual understanding of subcontract terms and conditions.
  • Prepares periodic status reports for management.
Subcontract Formation
  • Conforms and ensures subcontract execution.
  • Directs negotiation in the commitment of subcontracts.
  • Prepares bidders’ lists and pre-qualifies bidders.
  • Forms bid request packages and issues bid request packages to approved bidders.
  • Coordinates bidders’ questions and answers to those questions.
  • Receives bids and evaluates bids commercially.
  • Prepares Commercial Bid Summary and recommendations.
  • Recommends and secures approvals in accordance with established procedures.
  • Prepares subcontract documents for execution.
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters.
  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.

Required Knowledge and Skills:

  • Familiarity and understanding of KSA government procurement law.
  • Contract formation and/or claims experience.
  • Ability to draft and/or revise contract T&Cs.
  • Current/prior Middle East and/or international experience preferred.
  • Previous experience on integrated project(s) with a client preferred.
  • Flexibility in adjusting to workload and priorities.
  • Well organized and good at documenting trends, process changes, procedures.
  • Comfortable interacting in a multi-national team environment.
