Job Purpose To fulfill instrument flight procedure design, airspace design and ground validation; to carry out obstacle assessments. Ensure that proposals with respect to application of obstacle lights are consistent with ICAO and UAE regulations. Provide expertise and advice on instrument flight procedure design, airspace design and obstacle control matters; to maintain airspace and obstacle databases. Duties, Responsibilities and Accountabilities
- Flight Procedure Design: Fulfill instrument flight procedure design and ground validation of flight procedures. Provide technical expertise on all matters related to airspace and instrument flight procedure design.
- Airspace Policy: Participate in the design of operating procedures and policies of airspace and instrument flight procedures.
- Database Management: Maintain and update all databases pertaining to obstacles and airspace data.
- Obstacle Control: Validate Annex 14 assessment if carried out by obstacle control specialist; Carry out PANS-OPS assessments of the potential impact of new or existing structures on flight procedure. Design safeguarding, height zoning and urban planning maps. Review and analyze Special aeronautical study and solution proposed; provides technical expertise in support of various Airspace Working Committee; amendments of OLS drawing, databases, check-lists accordingly.
- Aircraft Warning Lights: Carry out assessment of proposals with respect to lighting of obstacles with aircraft warning lights; makes proposals with respect to application of obstacle lights.
- Legislation Drafting: Draft and implement legislation in relation to the regulation of PANS-OPS Doc 8168 design, Airspace, Charting, AIS, Positioning Data.
- Regulation: Regulate the appropriate PANS-OPS designs to Doc 8168 standards, Airspace changes, Charting amendments to ANNEX 4 standards, AIS, Positioning Data.
- Advisory Role: Advise the Air Navigation Services on specific or general matters concerning PANS-OPS, Airspace, Charting, AIS, Positioning Data.
- Information Support: Provide information and support (includes giving advice on regulations and standards) to the operators (both providers and users of ANS) within the airspace system for the purpose of Clarification, Policy announcement, Technical and Accident Information.
- Compliance: Exercise corrective action (administrative and if necessary legal measures) to ensure compliance with the required standards.
- Survey Validation: Obstacle and facilities survey validation in relation to WGS-84 standards.
- Safety Analysis: Assist in the maintenance of an ongoing analysis of the airspace system to determine flight safety trends.
- Technical Advice: Assist in the provision of technical advice in the development of safety standards and in the development of regulations for the provision of ANS, operating procedures and airspace management.
- Accident Investigation: Assist in the provision of technical advice and support to the units in the investigation of accidents & incidents.
- Route Structure Evaluation: Evaluation and regulation of air traffic route structure in UAE Airspace to ensure operational effectiveness and efficiency.
- Processing Applications: Processing applications for airspace change proposals.
- Data Validation: Validation of positional data to ensure the integrity and accuracy of such data. Ensure the population of appropriate databases to store such data.
- Other Duties: Perform other airspace and obstacle job related duties as may be assigned from time to time.
- Have at least five years experience of working in an area involving airspace, charting, route structure, positional data and PANS-OPS.
- Have at least eight (8) years working experience in air traffic control, airport or airline operations.
- An appropriate third level qualification or equivalent aviation experience.
- Have a basic understanding of the policies and procedures of both Civil and Military aviation authorities.
- Be conversant with ICAO and or Federal Regulations, standards and documentation and their applicability to both Civil and Military aviation sectors.
- Qualified in PANS-OPS as specified in ICAO PANS Ops Doc 8168.
- Be conversant with Safety Management Practices and ethos.
- Linguistic and literary ability of a high calibre to ensure operational and functional issues are conveyed effectively to all ATC staff, some of whom will not have an operational / ATS background or English of a proficient standard.
- Accurate and proven knowledge of ATS practices, procedures, regulations and training.
- Computer literacy in Office application programs is essential (Word, Excel, Access, Adobe and Project applications) along with knowledge of computing techniques demonstrating the structure of file management.
