Development & Facilities Cost Consultant The Role: We seek an experienced Facilities Management and Property Cost Consultant with expertise in master-planned facilities and property cost consultancy, detailed cost analysis, and budget optimisation. This role is critical for ensuring that facilities, from large-scale, master-planned projects down to individual buildings, are financially viable and efficiently managed. The ideal candidate will have an outstanding track record and capabilities in cost modelling, sensitivity analysis, and cost allocation across CAPEX and OPEX, providing strategic insights and clear guidance to technical and non-technical stakeholders. Responsibilities:

  • Master-planned Cost Consultancy and Analysis: Lead cost consultancy efforts for large, master-planned developments, providing comprehensive analysis across all project phases. Develop and maintain multi-phased cost plans, ensuring alignment with client objectives, regulatory requirements, and project benchmarks.
  • Cost Modelling and Scenario Planning: Develop dynamic cost models tailored to complex, multi-staged projects. Perform scenario planning and sensitivity analysis to help clients anticipate and respond to financial challenges throughout project lifecycles.
  • Cost Allocation: Strategically and specifically allocate costs across master-planned and individual project components, ensuring efficient distribution between operational (OPEX) and capital expenditures (CAPEX) in line with project and client priorities.
  • OPEX and CAPEX Management: Monitor, manage, and advise on both OPEX and CAPEX to enhance cost efficiency and ensure a balanced allocation of resources for long-term operational and capital needs.
  • Budgeting and Cost Planning: Establish detailed budgets and cost plans for master-planned developments and individual buildings, leveraging cost estimation techniques, industry benchmarks, and detailed financial forecasting to support sustainable project progression.
  • Sensitivity Analysis: Conduct in-depth sensitivity analyses, assessing the impact of potential cost drivers such as materials, labour rates, and operational demands on overall project budgets. Communicate risk factors and recommend strategies for cost control and revenue generation.
  • Data Collection, Validation, and Reporting: Collect, validate, and interpret extensive cost and operational data to support accurate budgeting, forecasting, and cost allocation. Generate clear, insightful reports that inform both high-level strategic decisions and day-to-day management.
  • Facilities Management Consultancy: Advise clients on optimised facilities management practices within master-planned developments and individual buildings alike, focusing on sustainable, cost-efficient solutions that improve asset longevity and reduce long-term expenses.
  • Lifecycle Cost Analysis: Conduct lifecycle cost analyses to inform long-term asset management strategies, recommending optimal maintenance schedules, replacement cycles, and CAPEX investments that align with planned objectives.
  • Presentation and Communication: Create and present clear, data-driven reports and financial summaries, translating technical details and complex cost analysis into actionable insights for clients, including non-technical stakeholders.
  • Client Engagement and Relationship Management: Serve as the primary client liaison, building and maintaining strong relationships while providing ongoing, transparent communication about project costs, risks, and opportunities.
  • Industry Trends and Innovation: Stay up-to-date on trends, technologies, and best practices in cost consultancy, facilities management, and master-planned development. Leverage this knowledge to enhance service delivery and introduce innovative approaches to cost optimisation.
Skills and Qualifications:
  • Bachelor's degree in Facilities Management, Real Estate, Quantity Surveying, Finance, or a related field.
  • Professional certification (e.g., MRICS, IWFM, MEFMA, IFMA) is highly desirable.
  • Minimum of 5 years experience in cost consultancy, with a strong background in master-planned projects, cost modelling, and facilities management.
  • Exceeding proficiency in cost management software (e.g. MS Excel) and experience with multi-phased cost planning.
  • Excellent analytical, problem-solving, and communication skills, particularly in translating technical details for a non-technical audience.
  • Demonstrated expertise in cost modelling, allocation, budgeting, and management of OPEX and CAPEX for master-planned developments as well as individual communities and buildings.
  • Ability to conduct complex data collection, validation, and sensitivity analysis to drive cost efficiency.
  • Strong presentation skills with experience in communicating technical information to a diverse audience.
  • Proven relationship management skills, with an ability to build trust and communicate effectively with clients and stakeholders.
