JOB PURPOSE The Completion and Handover Coordinator is responsible to assist the Commissioning Team in executing the Pre-Commissioning and Commissioning activities in a safe way, always keeping the Project Process flow in mind. He will, at all times and in close cooperation with the Commissioning Team, keep a close overview on the Construction, Pre-Commissioning and Commissioning activities, follow up on:
  1. Certification of the construction activities (hence driving Discipline Acceptance Certification)
  2. Status of the relevant sub-systems to reach Mechanical Completion
  3. Status of the relevant systems to reach Ready For Start Up
  4. All in accordance with the Start Up Sequence
The role holder will work closely with the IPMT and the Contractors Commissioning Teams as well as with the Operations Start Up team, providing them all necessary information to timely drive the achievement of the relevant milestones. Amongst the Completion and Handover Coordinators main tasks there are:
  1. Verify the implementation and analyze the status of the mechanical completion system and mechanical completion database.
  2. Analyze the status of systems/subsystems final completion, for subsequent handover to the downstream pre-commissioning works.
  3. Monitoring that systems/subsystems are completed according to the priority defined in the pre-commissioning/commissioning schedule.
  4. Verify the progress updating for certification completion and punch list close out.
KEY ACCOUNTABILITIES Job Specific Accountabilities Technical Assurance
  1. Understanding of the mechanical completion system and mechanical completion database.
  2. Analyze the status of systems/subsystems final completion, for subsequent handover to the downstream pre-commissioning works.
  3. Analyze that systems/subsystems are completed according to the priority defined in the pre-commissioning/commissioning schedule.
  4. Verify the progress updating for certification completion and punch list close out.
  5. Verify that inspection and tests are documented in accordance with the approved procedures and plans.
  6. Verify that QA/QC discipline dossiers for final handover are prepared, verify the correct implementation and application of the database/spreadsheet for Quality inspection and test report tracking and registration.
  7. Verify that all Completion Database check and test sheets sorted by discipline and subcontractor is updated in accordance with revision of System / Sub-Systems.
  8. Monitor the Construction progress till issuance of the discipline acceptance certificate (DAC) in a timely manner to meet scheduled handover dates to the Pre-Commissioning team. Coordinate the same between the Contractor and Company’s Commissioning teams to ensure proper alignment.
  9. Coordinate all relevant walk downs between the project team for all project phases.
  10. Coordinate the preparation of MC and RFSU Dossiers keeping the Pre-Commissioning / Commissioning schedule in mind.
  11. Verify that all punch lists are reviewed by the Start Up Specialists to ensure that known punch list are either complete or in the outstanding punch list summary, stored by discipline and category.
  12. Verify that Punch list items where applicable are closed out. Advising and ensuring that they are delivered where and when they should be as per the project plan (priority list).
  13. Reporting directly to the Commissioning Manager, providing status reports with regards to the progress of the certification documents such as DAC status, Certification status, System Punch List Items and other statistics for Mechanical Completion and Ready For Start Up handover dossiers of Sub-Systems and Systems.
  14. Follow up the internal workflow of the MC and RFSU Dossiers, ensure timely approval and transmit to Contractor.
  15. Ability to communicate with the different entities, Contractor, IPMT and Start Up team at all levels and gives guidance on commissioning priorities as per the scopes of the project activities.
  16. Verify that procedures for mechanical completion dossiers and handover activities are reviewed and approved.
  17. Attend internal / external project reviews and other meetings as necessary.
Performance
  1. Competency: Deliver the Pre-Commissioning/Commissioning scope in the quality & efficiency expected from the role competencies, experience & technical skills in relation to the Handover Completion requirements.
  2. Productivity: Maintain the Pre-Commissioning / Commissioning deliverables as per the agreed schedule.
  3. Performance assessment: The two above parameters in addition to a set of individual KPI’s will be assessed on regular frequency (mid-term review & final term review) the outcome shall be fed back to the individuals, clearly identifying areas of improvement (as applicable).
General
  1. Participate in regular meetings with discipline counterpart for timely coordination & problems resolution as applicable.
  2. Communicate, after consulting the Commissioning Manager and under guidance of the Sr. Commissioning & Start-up Systems Engineer, Handover specific updates/areas of concern on regular basis to the Operations SU Manager & to other disciplines within Project Management Team if required.
  3. Keep an overview on the Start Up sequence for the complete package, record & report on timely completion of the activities to the Commissioning Manager.
  4. Timely input into engineering leave planner & subsequent submittal of leave (after aligning a handover to a deputy during the leave period).
  5. Address Handover conflicts & disputes with Counterpart (CONTRACTOR/Operations) in a professional & systematic manner, relevant to governing specifications/procedures & actual situation.
Generic Accountabilities
  1. Implement approved Project policies, processes, systems, standards and procedures in order to support execution of the Project work program in line with Company and International standards.
  2. Assists and advises the Commissioning Manager to ensure that all certification and Handover activities for the Pre-Commissioning and Commissioning work in the package complies with all relevant WORK practices and procedures.
  3. Analyses, with a team of experts, that possible deficiencies in Pre-Commissioning and Commissioning workflow are corrected in a structured manner and ensures continuous improvement.
Innovation and Continuous Improvement
  1. Design and implement new tools and techniques to improve the quality and efficiency of analytical processes.
  2. Identify improvements in internal processes against best practices in pursuit of greater efficiency in order to define intelligent solutions to resolve challenges at hand.
  3. Ensure Quality Assurance Program is followed strictly at Construction, Pre-Commissioning and Commissioning stages without any deviation.
Health, Safety, Environment (HSE) and Sustainability
  1. Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
MIS and Reports
  1. Provide input to reports and statements, including technical reports, related to the Handover status from a Construction and Pre-Commissioning/Commissioning perspective to meet Project requirements, policies and standards.
Qualification: Bachelor degree of engineering in the relevant discipline from a recognized university / College. Must have strong commissioning and completion experience on large petrochemical project within middle east environment.
