Responsibilities

  1. Contribute to the development of Human Resources business plans in line with the organization strategy.
  2. Develop the operational plan for Center of Excellence in line with the Human Resources business plan and Operations strategic plan.
  3. Implement plans and provide input to Center of Excellence goals that support the organization's overall strategic plans.
  4. Provide input to identify Center of Excellence required projects to meet future demands.
  5. Support in identifying and evaluating risks and provide input on the mitigation plans developed.
  6. Participate in Center of Excellence annual budgeting cycle and process.
  7. Manage Center of Excellence efficiently and within budget, and report accurately on progress made and challenges encountered.
  8. Lead the design and implementation of Center of Excellence policies and procedures covering all areas of activity so that all relevant procedural/legislative requirements are fulfilled while delivering high impact and achieving results effectively and efficiently.
  9. Encourage team and contribute to the identification of opportunities for continuous improvement of systems, processes, and practices taking into account leading practices, improvement of business processes, cost reduction, and productivity improvement.
  10. Monitor day-to-day activities to ensure compliance with stipulated policies and procedures.
  11. Remain abreast of Human Resources leading practice and new trends, and identify recommendations for corrective measures, updates, and improvements where required.
  12. Establish working relationships with relevant internal and external stakeholders.
  13. Collect feedback from stakeholders on issues being faced and other requirements in order to identify barriers and develop action plans.
  14. Manage the preparation of progress reports or continuous information and updates direction to all relevant stakeholders to keep them informed of progress.
  15. Actively gain exposure and insights to local market development, business opportunities, and the existing regulatory landscape.
  16. Attend related forums, seminars, etc. to enrich network and learn about the latest developments and opportunities.
  17. Manage, guide and assist team to perform operations in accordance with set policies and procedures.
  18. Collaborate with Human Resources function to identify and recruit talent for Center of Excellence.
  19. Set performance objectives, provide necessary support, evaluate/appraise incumbents and provide regular feedback on performance.
  20. Promote a high-performance working environment embracing the organization’s values.
  21. Assess Human Resources strategic and corporate requirements and direct the development of HR strategy in order to meet organizational requirements regarding HR.
  22. Oversee the development of HR annual plans and related budget in line with formulated HR strategy ensuring timely execution of HR initiatives and projects.
  23. Oversee development of HR policies and procedures to ensure consistency as well as compliance throughout HR related activities across the organization functions.
  24. Oversee management of Human Resources Management System (HRMS) and ensure proper system awareness and training provision to concerned stakeholders.
  25. Guide the development of all HR frameworks to facilitate achievement of HR objectives and strategic priorities in line with best practices.
  26. Monitor the implementation of HR frameworks to extract areas for improvement and recommend corrective measures accordingly.
  27. Oversee all organization structure development activities to ensure clear depiction of the responsibilities, interdependencies, and reporting lines across the organization functions.
  28. Ensure that all the organization job descriptions are continuously updated and maintained in line with approved organizational and positional structures.
  29. Guide the development of the organization competency framework to depict required capabilities, skills, and behaviors for different job levels.
  30. Review and approve pay structure in order to ensure clear definition of what each individual and job role is paid and accordingly facilitate the development of the organization salary scale.
  31. Review and approve salary scale to ensure that employee salaries are consistent and aligned to approved pay structure.
  32. Evaluate compensation and benefits schemes results in order to capture lessons learnt and make improvements where necessary.
  33. Evaluate and approve workforce plan and budget and ensure that demands are based on functional activities, efficiency, and workload in order to ensure accurate estimation of workforce needs within the organization.
  34. Approve periodical reporting framework and tools to ensure timely compliance checks and guarantee reporting consistency and efficiency.
  35. Oversee HR data analysis and monitoring activities and results to ensure compliance with overall HR strategy, policies, frameworks, and plans and recommend best course of action as needed.
Requirements
  1. 9+ years of experience in a Center of Excellence field.
  2. Bachelor's degree in Human Resources or equivalent is required.
  3. Master's degree in Human Resources or equivalent is preferred.
