As an accomplishment of its commitment to excellence, our client received the "Diamond" accreditation, which is the highest level of recognition for performance excellence that an organization can achieve in health care from Accreditation Canada's Qmentum International Accreditation.Please note that this position is based in The Middle East; relocation, accommodation, and additional benefits apply.A trusted and well-established client of ours in The Middle East is seeking an experienced Executive Finance Director.The Executive Finance Director is responsible for all the functions related to the financial and business operations of a hospital.General Duties and Responsibilities:Manage the department's day-to-day operations.Recommend policies, plans, and budgets to the leadership entity.Ensure department compliance with approved policies and procedures.Ensure department compliance with applicable laws and regulations.Lead a team of managers and administrative staff in successful execution of departmental responsibilities.Develop and implement processes for staff recruitment, retention, and personal development.Provide timely response to reports from inspecting and regulatory agencies, if applicable.Ensure effective communication of department-related information throughout the hospital.Determine and plan the department/service type of care and services consistent with the hospital's mission and patient needs.Primary Duties and Responsibilities:Finance:Work with the hospital board and management to develop financial goals and objectives.Responsible for operating and capital budgets, revenue and expense budgets, cash forecasts, profit planning, and capital investment programs.Provide guidance in the management of assets, investments, and financial trends.Collaborate with department/service managers to implement financial plans and productivity benchmarks.Establish a five-year strategic financial plan as part of the hospital's strategic planning process.Employ a system of responsible accounting, including budget and internal controls.Ensure timely completion of monthly financial statements and productivity reports.Maintain effective revenue cycle processes to keep patient accounts receivable at an acceptable level.Maintain knowledge of governmental and private insurance reimbursement methodologies.Monitors:Prepare annual operating budgets with departmental input.Prepare capital budgets and cash flow projections.Arrange lines of credit and maintain banking relations.Ensure attainment of short- and long-term financial and operational goals.Oversee external auditors' coordination and ensure compliance with acceptable accounting practices.Ensure adequate cash flow to meet the organization's needs.Oversee the maintenance of the inventory of all fixed assets.Business Center:Oversee overall management and operations of the Business Center.Provide operational and strategic leadership to maintain and improve revenue cycle.Ensure maximum performance of revenue management across multiple entities.Proactively manage the billing process and maintain strong internal client relationships with third-party payers.Develop systems and processes for revenue cycle improvement.Initiate and participate in the development of revenue cycle strategy.Direct and establish policies for the business center, ensuring compliance with hospital standards and regulations.Monitor department efficiency and implement performance improvements.Specialized Knowledge/Skills:Knowledgeable in healthcare organization fiscal management.Understanding of laws and regulations governing work requirements.Knowledge in contracts and understanding the benefits and risks of various contractual arrangements.Basic computer knowledge.Management and supervisory skills.Analytical and problem-solving skills.Effective verbal, presentation, and listening communication skills.Effective written communication skills.Education/Licenses:Bachelor's Degree in Accounting or Finance is required.Certified Public Accountant (CPA)/Chartered Accountant, Master in Business/Hospital Administration (MBA) required.Post-graduate training in Master's Degree in Business Administration or Accounting.Professional Experience:Ten (10) years of experience in financial management with progressively increasing responsibility.A minimum of five years of experience as CFO, controller, or finance director in a hospital setting is required.Please note that by submitting your personal information to Deka Minas, you consent to the use of such data for the specific purpose of securing employment.
