Key Responsibilities:Oversee recruitment comprehensively and target the best core employee talent, especially with project/department managers and the recruitment team.End-to-end ownership of the recruitment department including aligning recruitment with managers' objectives.Manage personnel affairs related to employment sectors.Develop recruitment strategies and techniques focused on candidate competencies and cost-effectiveness.Supervise staff operations related to recruitment segments including client requirements, application and CV database management, verification, selection, interviews, and recruitment KPIs.Produce and review staffing progress reports to the Human Resources Manager.Liaise with department managers to understand staffing requirements and ensure the recruitment team follows up effectively.Monitor management/client requirements in compliance with Saudi Labor Law.Write and align staffing requests with the approved workforce and public relations plan, meeting client deadlines.Define campaigns and initiatives for stakeholders, coordinating with overseas recruitment agencies.Compile and maintain a database of local and international recruitment advertising agencies.Ensure a unique CV database and strong tracking database of requirements and recruitment processes.Quality assurance of CV submissions to departments within specified timeframes.Set and ensure client assurance of KPIs for recruitment effectiveness.Ensure effective planning and selection processes, including budget and schedule setting.Ensure approvals of offer definitions for candidates as per company policy.Guarantee compliance with mandatory requirements as per company policies.Ensure adherence to company and corporate policies in inclusive recruitment practices.Manage pre-mobilization of the port effectively within specified frameworks.Provide updates to the HR Manager on hiring progress and employment data.Deliver distinguished labor services to enhance efficiency in recruitment processes.Provide ERP Weekly Business Analysis Reports to HR Supervisor and HR Manager.Coordinate with recruitment staff in HCM processes.Evaluate the performance of recruitment department employees.Coach and mentor the team to enhance performance.Collaborate with department/project managers to implement staffing strategies and resolve issues.Conduct root cause analysis of staffing issues and implement corrective measures.Safeguard historical documents as per company policy and ISO standards.Achieve departmental objectives and report monthly to HR Directors for review.Participate in internal audits and ensure availability of recruitment archives.Identify non-data related records for SAP and maintain historical reports.Adhere to quality and environmental management system requirements.Promote a safe and healthy workplace environment.Address department risks and opportunities effectively.Other Responsibilities:Attend department manager meetings for operational issues.Participate in MRM and other relevant meetings.Visit customers as necessary to ensure satisfaction.Communicate important instructions and requirements to management.Monitor reports and coordinate with staff for timely work completion.SkillsExperience required: 7 years and above (5 years of essential experience as a Recruitment Manager or similar HR roles, particularly in Offshore Recruitment and Manpower Supply).Education/Qualifications Requirements: Focus on human resources, recruiting, business administration, management, psychology, or related fields.
