As an HR Business partner, you will work closely with the Raytheon Doha Managing Director to ensure a complete understanding of business needs and objectives, proactively resolves HR and business issues, and provides solutions through organizational effectiveness and employee life cycle.  You will be responsible for and/or serves as an HR liaison for all human resource aspects, such as: talent management, labor relations, employment, employee engagement, change management, organizational design and development, employee relations, compensation, benefits, diversity, equity, and inclusion, and/or training, coaching and development, and workforce planning for the Raytheon Doha organization. Additionally, you will be responsible to drive daily operational requirements that help drive business objectives through the human resource function while working collaboratively with Program Management Office and Cross Business Teams to accomplish Qatar Mission Center strategic objectives. This onsite role will be in Doha, Qatar on a long-term international assignment with additional compensation. What You Will Do Partner with leadership to communicate and implement Human Resource programs that support the business goals and drive results in a complex matrix environment. Manage local Human Resources policies and practices to be in alignment with RTX governance and local regulations for Raytheon Doha and RAYSEAS legal entities.Manage the relationship with the in-country immigration vendors to maintain efficient operations in the deployment of business travelers, short term assignees, and long-term assignees. Administer in-country benefits including the enrollment of employees into the company benefits program, the management of the pre-employee screening and other related duties. Effectively execute human resource processes including performance management, salary planning, staffing and retention, employee relations, and development. Manage employee resource utilization across assigned HR activities and client groups. Assist with investigations related to human resource compliance issues, prepares documentation, and makes appropriate recommendations based on investigation findings. Partner with Global Mobility and International Human Resources. Consult with local leadership and US-based team members regarding compliance with local laws, required processes, and knowledge of matters related to government requirements for labor and employment for Qatar, Kuwait, Oman, and Bahrain. Provide timely, high quality and impactful employee communications to educate, motivate and engage employees. Lead a multi-cultural HR Operational team to support strategic Mission Center objectives. Assess a range of issues and employs critical thinking skills to focus on and deploy creative and fiscally responsible solutions to manage costs. Initiates and champions continuous improvement/lean initiatives to increase the efficiency and effectiveness of human resource management. Serve as a trusted advisor to front, mid-level and senior leaders and employees and address HR-related inquiries. Implement strategic talent management processes necessary to develop global business leaders and high performing employees. Coach managers and employees on performance improvement and workplace issues. Participate in succession planning processes and programs focused on current and future organizational needs. Support diversity, recruiting and retention strategy efforts and programs, as needed implement strategic talent management processes necessary to develop global business leaders and high performing employees. Ensure that performance management and compensation processes are aligned with RTX processes resulting in fair and equitable treatment for all employees. Ad hoc duties as assigned. Qualifications You Must HaveTypically requires a Bachelor's and a minimum of 10 years prior relevant experience, or an Advance Degree in a related field and a minimum of 8 years' experience.Experience with demonstrated progression through increasing levels of responsibility.Experience where attention to detail, managing priorities and responding quickly to urgent business needs is critical.Experience and understanding of a wide array of Human Resources management systems and tools, including talent and performance management, compensation, and rewards systems.Experience working in a fast-paced work environment with the ability to make sound, timely decisions with limited information.U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required. https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62 Qualifications We PreferBachelors' degree in Human Resource Management, Business, General Management, or a related subjectAdvanced Business Degree.Experience leading and developing a multi-cultural team. Experience as an HR partner with demonstrated success driving business results.Experience working with a multi-cultural workforce where policy implementation may not be easily applied due to difficulty reconciling host country and U.S. labor law. Prior experience supporting international programs and/or initiatives. Familiarity with Qatar labor law and HR processes. Self-starter who takes initiative but can astutely discern when items should be elevated.Ability to work autonomously and collaboratively.Ability to influence others across all levels of the organization.Ability to communicate effectively, both orally and in writing, to all levels of the reporting chain.Ability to work multiple projects simultaneously with diverse groups and customers. The salary range provided is a good faith estimate representative of all experience levels.
