SITUATION IN ORGANIZATION Reporting to LeadCampaign/Lead Shutdown (N+1) and Head, Campaign/Shutdown (N+2)Position has no direct reports / subordinate positionsACCOUNTABILITIESTo ensure compliance with NOC Incident Freeculture, Health and Safety and environment policy is deliveringIncident Free Shutdown. To manage the pre-work, preparation, andexecution phases of Campaigns/Shutdowns in line with associatedstandards and procedures, Collate all information into a BookiesBoard and communicate with onshore coordinators to ensure readinessof execution. To implement necessary actions to guaranteeobjectives are achieved. To assist Offshore Installation Managerwith comprehensive and detailed execution plan for eachCampaign/Shutdown. Provide daily reports to and via the NOC OCCampaign & Shutdown coordinator. Manage contractorresources to ensure safe and reliable delivery of activities.Contribute to the development of the level 4 plans to maintaincritical path JOB DIMENSIONS Campaign/shutdown preparationcoordination in adherence to SD-NOC-MNT-200 and campaign/shutdownmanagement procedure. The campaign/shutdown coordinator is directlycontributing to the Al-Shaheen field production objectivesattainment by ensuring campaigns/shutdowns are executed withindefined duration. Coordinate and supervise 5 campaigns annually andmanage approximately 1200 work orders, Coordinate and supervise 2shutdowns annually and manage approximately 500 work orders. Reportcampaign/shutdown preparation progress in accordance with campaignmanagement procedure Liaise with onshore OC coordinator regardingall emerging issues during execution phase. Provide cost consciousmind set to each campaign/shutdown. The position involves managinginterfaces within and outside NOC: Within NOC: production,inspection and maintenance, campaign, Engineering &Construction, HSE, Contracts & Procurement, Drilling andWell Services, Logistics. Outside the organization: withcontractor's representatives and service and equipmentvendor's ACTIVITIES HSE Adhere to NOC HSE policy,contributes to meeting the HSE objectives of the campaign/shutdown.With the Offshore Installation Manager and HSE advisor developsearly the campaign HSE organization plan Ensures the Job SafetyAnalyses are prepared timely for validation by the OIMOrganization. Participates in campaign/shutdown Kick Off andpreparation meetings. Prepares the offshore campaign/shutdownperimeter according to the driver s and communicate to all offshoreStakeholders. Conducts daily safety tours, toolbox talk audits andensures all safety issues are reported through site management in atimely manner. Prepares with the OIM/OTL the Campaign/shutdownOrganization note for each campaign/shutdown. Manages thecampaign/shutdown preparation action tracker offshore, ensuresaction owners meet targets timely and liaises with onshorecoordinator. Participate in other meetings and workshops related tocampaign/shutdowns preparation as required. Continue developmentand implementation of NOC campaign/shutdown management processes.Campaign/Shutdown Scope of Work Identification of campaign/shutdownwork scopes from SAP in conjunction with onshore coordinator,participate in scope challenge with the appropriate specialists.Updates the Master Work List / Bookies Board Ensures comprehensivepreparation of campaign/shutdown work orders by each entity beforescope freeze date. Suggest tasks priorities and task listmodification for alignment to achievable work scope. Compilation ofinformation for development of Integrated campaign plans for NOCplanned campaigns. Work Preparation Coordinates work packspreparation by campaign/shutdown team for pressure vesselsinspection and repairs and with entities for other work packs.Coordinates the isolation and spading preparation bycampaign/shutdown team and validation at site. Fosters broad andopen collaboration with Stakeholders and contractors to achieve theset objectives. Ensures required procedures are prepared andvalidated as per NOC campaign/shutdown process. Identifyrequirement for external services and initiate associated contractand procurement process. Organize site surveys. Populate thelessons learned register. Logistics, materials, contracts Ensuresequipment, materials, consumables, and spares are defined /identified in the Work Orders. Track their availability status withthe assistance of the Material Coordinator Ensures mobilization ofmaterials, equipment and personnel is achieved as per planPlanningProvides support to the campaign/shutdown planner with thepreparation of campaign plans. Ensure the Level 4 schedule isinclusive of the mobilization and demobilization of all campaignpersonnel, materials and equipment, Provide input and participateas required in 2 years to 4-month campaign planning cycle includingdevelopment of work lists. Ensures manpower and accommodationrequirement: labour, supervision, contractors and equipmentspecialists. Post-campaign activity Compiles campaign executiondata, prepares in conjunction with OC execution coordinator for thecampaign Close-out report. Participates in the Lessons Learnedreview meeting with stakeholders. Ensures Work Orders are closed.Archives the campaign/shutdown preparation. CONTEXT AND ENVIRONMENTPosition is in a OPCO (JV) operating oil & gas facilitywith offshore/onshore (non-producing) sites, based offshore Doha,Qatar. The position is part of the permanent team and is offshorerotating (28d/28d). Trip to onshore and visit to OEM/servicecompany workshop are required on ah-hoc basis. QUALIFICATIONS& EXPERIENCE REQUIRED BSc or Graduated engineer or withrelevant industry experience in Oil and Gas operations Advancedskills and knowledge of Campaign/Shutdown Management techniquespreferably in the petrochemical, refining, Oil & Gasexploration and / or production industries. Awareness / basic useof planning software tools i.e., Primavera P6, MS Project.Excellent planning, organizational and communication skillsrequired. Solid leadership skills and ability to work in amulti-disciplined and multi-cultural environment. Fluent in English(listening, writing and speaking) and its technical vocabulary.Self-starter and be able to work with minimal supervision. Highlevel user of the Computerized Maintenance Management System (CMMS)SAP. Medically fit to work offshore oil & gasPlatform
