  • Major Projects involve the development of new offshore platforms bridge linked to the existing facilities, installation of subsea pipelines, debottlenecking of surface facilities. All these activities could be executed across several international sites.
  • The function has a high level of interaction with most COMPANY entities involved in offshore operations, including Field Operations, Engineering and Construction, Logistics, HSEQ, etc.
General:
  • Promote and comply with applicable safety instructions and other COMPANY HSE procedures in all activities.
  • Carry out work in compliance with COMPANY values and policies, relevant laws and regulations, agreed COMPANY priorities and objectives, COMPANY standards and procedures and good industry practices.
  • Treat all information obtained during course of the work with confidentiality.
  • Collaborate MP HSE Method & Reporting for the development and update of the MP's HSE Management System and the organization of organize Internal audits. Safety Culture:
  • Promote Incident Free safety culture program and actively participate in all HSE campaigns launched by COMPANY and MP,
  • Demonstrate an exemplary behavior regarding the implementation of HSE rules and MP.
  • The Job holder must be willing to participate in crisis response training and to assist during emergency response situations if required. Preparation:
  • Assist MP HSEQ Manager and Package Leads in the HSE preparation and readiness of the Onshore phase, including support to CONTRACTOR to ensure all necessary trainings, documents, certifications are in place,
  • Support to project teams in preparation; and evaluation of HSE requirements in all tenders, including auditing potential bidder facilities during prequalification process,
  • Guide the Package HSE Coordinator in Call For Tender (CFT) process related to onshore contracts, and review Pre-Qualification Dossier and reply to Technical Clarifications from bidders,
  • Organize and assist in HSE audits and Inspections related to onshore construction activities preparation,
  • Participate to onshore HSE team recruitment and anticipate needs of resources,
  • Verify competency of CONTRACTOR HSE Personnel assigned on onshore scope of work,
  • Anticipate provision of HSE related equipment necessary to conduct onshore campaigns,
  • Participate to Packages Readiness Meeting related to construction activities and consolidate the HSE Part,
  • Provide Guidance to CONTRACTORS on Contract requirements and COMPANY standards,
  • Ensure CONTRACTOR HSE Procedure and documents are issued on time and in line with COMPANY standards; Review and comment them in MANASA,
  • Engage and monitor contractor personnel commitment to HSE practices and procedures, COMPANY rules, technical specifications and site instructions,
  • Provide support and participate when required to Hazard Identification and Risk Assessment with CONTRACTORS,
  • Ensure relevant feedback and lessons learned from previous similar projects are considered during preparation,
  • Set up HSE committees with CONTRACTORs as required.
  • Organize COMPANY Internal HSE Trainings for onshore personnel and review CONTRACTOR HSE training matrices/certificates,
  • Implement recommendations on Contractor Management in line with latest IOGP report. Execution:
  • Provide support and guidance to COMPANY onshore Package HSE Leads/Coordinators, HSE Superintendents and CONTRACTOR HSE Personnel to ensure adequate implementation of COMPANY Standards, Guidelines, and use of approved Templates (HSE Inspections, Dashboard for reporting, etc.),
  • Provide support and work in close relationship with the Company Site Representative at construction yard during fabrication phase,
  • Organize and assist to the HSE Meetings and Committees with CONTRACTORs,
  • Ensure investigations of HSE incidents are systematically performed during project execution and develop a response capability for emergencies management with CONTRACTOR at EPC locations,
  • Organize and assist in contractors' HSE audits, submitting a report on it to project management,
  • Monitor implementation of actions following analysis of accidents, incidents, audits and inspections,
  • Monitor efficiency of the implementation of HSE Incentive Scheme,
  • Compile lessons learned and issue SFN when applicable and ensure sharing between packages onshore,
  • Verify lessons learned/good practices and relevant feedback from previous similar projects is considered during project works performance implementation,
  • Assist project teams in ensuring the continual improvement of CONTRACTOR's HSE performance,
  • Ensure HSE weekly / monthly Reports from each Package are prepared, consolidated and submitted on time in the MP Onshore HSE weekly / monthly / quarterly Reports,
  • Analyze safety observations reporting to detect any irregularities and propose corrective actions; review and comment on contractors' incident/accident investigation reports,
  • Participate in or organize job safety analyses (JSAs) with Contractors and request new JSAs if necessary.
  • Ensure that risk assessment is performed before each potentially dangerous activity,
  • Ensure that contractor activities are in full compliance with local regulations and contract requirements:
  • Enable provision of appropriate evacuation and first-aid means for all personnel assigned to the site,
  • Ensure that HSE manuals and plans are in accordance with contractual requirements; to prepare and implement bridging documents as needed,
  • Conduct or participate in safety training of project team and Contractor personnel as required,
  • Perform other tasks as assigned by the hierarchy.
  • Bachelor's or master's degree or equivalent in engineering,
  • 15 years' experience of which: 10 years general upstream oil and gas HSE supervision experience; 5 years HSE Management System development in a large oil and gas organization,
  • 10 years in HSE positions in projects specially during construction and installation,
  • Experienced in Emergency response management, HSE Management System, procedures, International Standards and Guidelines implemented in fabrication yards.
  • Leadership and strong listening /good communication,
  • Consistently demonstrate Teamwork and cross-collaboration,
  • Ability to work on projects in a complex and multicultural environment,
  • Good analytical skills, open-minded, keen to knowledge sharing,
  • Very strong technical referential writing skills,
  • Computer knowledge of usual business suites (Word, Excel, PowerPoint, Access databases).
  • Involve regular onshore site visits.
  • Fluency in English mandatory.
  • Possess all trainings required to travel offshore including H2S, OPITO and T-BOSIET OPITO.
  • Salary:
    • Day Rate in USD Plus Allowance
  • Work Schedule:
    • 9 Hours / 6 Days
  • Duration:
    • 31-DEC-2025 with possible extension
