The Research and Development Expert will be responsible for knowledge transfer to UAE Nationals as per industry standard and global best practices. The Research and Development Expert will lead the research and development team to analyse data gathered from the JPC operations, job seekers and market trends to provide insight into the review of current labour market policies within Abu Dhabi, the UAE and wider geographies. The role will lead the team in the surveying of stakeholder preferences and analysis of industry trends and statistical data in order to support decision making process regarding labour related policy matters. The primary area of focus is the labor market and emphasis may be on human services, education, economic development, community development and/or personnel, labor, and operations. The role is responsible for providing advice on regulatory and policy issues and will work to gather information to develop, support, and implement new policies with the ultimate goal of meeting organizational objectives, meeting a standard of excellence, and fueling innovation. Responsibilities

  • Leads a team of research experts to provide robust analysis of current practices and potential solutions taking into account risks and mitigations, which will improve performance.
  • Supports the informational needs of HRA's executive team.
  • Leads and conducts planning of assigned research and data service activities
  • develops and maintains collaborations with colleagues across the project and in the broader and wider research community
  • Collects and analyzes data on job seeker demographics, preferences, needs, and habits to identify potential markets and factors affecting supply and likewise job demand
  • Coordinates and consolidates information around operational evaluations, policy challenges, economic development trends and preparing presentations and related collateral that supports higher level policy decision making.
  • Coordinates the implementation of approved innovation (g. job seeker masterclasses) or policy changes across the JPC and/or developing collateral materials aimed at educating stakeholders around important initiatives approved by HRA.
  • Manages Stakeholder Advisory Board.
  • Delivers a research and development strategy that is consistent with the overall business strategy and provides recommendations on solutions which enable the business to deliver the best possible service to customers and stakeholders.
  • Manages a team of researchers to provide written reports on findings and implications in order to apply new knowledge and offer solutions to support the job seeker and the wider social context.
  • Maintains knowledge of innovative practice in welfare and employability through literature and journal reviews, and by attending professional seminars and conferences.
  • Recommends holistic interventions based on theory and evaluation of existing programmes to support those customer with multiple and complex barriers, and consider and recommends measures of distance travelled in order to demonstrate the effectiveness programmes and activities across contracts.
  • Develops and maintain positive working relationships with community organizations, business community, non-profit organizations, government agencies, and other relevant stakeholders as a representative of the organization/department.

Skills

Experience of progressively responsible work involving policy and issues analysis in areas such as policy analysis, community development, personnel and labor, or operations (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the job) Minimum 15 years + of work experience and 5 years’ experience specifically in public policy R&D and/or labor market R&D #J-18808-Ljbffr
