Principal Proposals Engineer

Wood is currently hiring for a Principal Proposals Engineerfor our office in Qatar. This role hasoverall responsibilityfor overseeing proposal development from start to finish, including receiving the ITB, developing responses, setting up reviews, and ensuring timely dispatch of proposals. Engineering degree from an accredited university, preferably in Chemical or Mechanical engineering. Experience bidding with NOCs in the Middle East/Qatar is essential. Experience handling different contract models (EPC, EPCm, reimbursable, Framework agreements, etc.) is preferred. Minimum 10-15 years of experience in proposal preparation, cost estimation, and contract negotiation in similar firms. Proficiency in Microsoft Word, Excel, Power Point, Adobe Acrobat; Share Point experience is desirable. Lead efforts to prepare competitive techno-commercial proposals in compliance with client requirements and technical specifications, including risk assessment. Prepare proposal summaries for management review, including initial risk assessments related to technical, financial, and schedule aspects. Manage proposal schedules, budgets, bid indexes, and inputs, monitoring progress and addressing concerns. Develop proposal contents such as Table of Contents/Index, scope, and effort matrices, coordinating with affiliates, JV partners, or subcontractors. Establish bid strategies, gain management approval, and maintain focus throughout the bid process. Identify and initiate procurement of critical enclosures like bank guarantees, parent company guarantees, and notarizations. Coordinate with various teams and functions, including technical, legal, contracts, and small business units. Conduct review meetings, monitor progress, and ensure timely deliverables, resolving any constraints. Oversee project execution proposal to challenge scope assessments, man-hours, and assumptions. Coordinate and develop the commercial design, including cost models and response to client inquiries. Prepare cost estimates and schedule breakdowns in line with tender requirements. Assist in preparing technical and commercial proposals, including post-bid responses. Develop and review risk registers for management. Support tax and insurance requirements where applicable. Ensure timely submission of quality proposals in compliance with governance procedures. Act as the primary link between management and the bid team, communicating changes and strategies. Guide the proposal team through development, ensuring compliance and approvals.
