Overview HSE Manager – Dubai AMEA Power The Corporate HSE Manager will be responsible for overseeing and coordinating all Health, Safety and Environmental (HSE) aspects across the company’s portfolio of projects, ensuring alignment with Corporate HSE policies, applicable legal frameworks, and international standards, with particular attention to compliance with the IFC Performance Standards. The HSE Manager will report directly to the Head of ESG and will provide strategic guidance and technical support to project teams and site-based HSE staff. The role includes ensuring that contractors, partners, and internal teams implement best-in-class HSE practices throughout all project phases, and that projects within the portfolio remain compliant with both international standards and the national legislation of host countries. Responsibilities Develop, implement, and continually improve Corporate HSE policies, procedures, and management systems, ensuring alignment with IFC PS, ISO 14001, ISO 45001, and other relevant standards. Provide oversight and guidance to project-level HSE Engineers/Managers to ensure consistent application of HSE practices across all sites. Conduct corporate-level HSE audits and reviews of project sites, ensuring compliance with internal policies and external requirements. Monitor contractor HSE performance, ensuring corrective and preventive actions are effectively implemented. Review project-specific Environmental and Social Management Plans (ESMPs) and other HSE documentation to ensure compliance with IFC Performance Standards and local regulations. Support incident/accident/near miss investigations at the corporate level, ensuring root cause analysis is conducted and lessons learned are captured and shared across projects. Collect and analyze consolidated HSE performance data across projects, identifying trends and areas for improvement, and reporting findings to the Head of ESG and senior management. Provide training and capacity building for site-level HSE staff and other project stakeholders to strengthen HSE performance and awareness. Engage with internal teams, contractors, lenders, and external stakeholders on HSE compliance matters, including ESG-related audits and reporting requirements. Ensure corporate readiness for lenders, client, and regulatory HSE audits and inspections. Qualifications & Experience Minimum 10 years’ experience in HSE roles, with at least 5 years in a managerial or corporate-level position within engineering, construction, or renewable energy sectors. Track record of managing HSE across multiple projects and geographies. NEBOSH International Diploma (or equivalent advanced qualification in HSE management). Related/Technical Skills Proven in-depth knowledge of international HSE standards (including ISO 14001, ISO 45001). Demonstrated experience with internationally financed projects and ability to ensure compliance with IFC Performance Standards (mandatory). Strong understanding of ESG frameworks and how HSE integrates with broader ESG objectives. Excellent analytical skills, with the ability to interpret complex HSE data and propose practical solutions. Strong communication, negotiation, and influencing skills to engage effectively with senior stakeholders and contractors.
