Senior Business Analyst (Freelance) Ho Chi Minh Freelancer BA

Act as regulatory and standards advisor for healthcare application development in line with UAE healthcare laws and policies. Provide expertise on Unified Medical Records (NUMR) and the three HIE systems: Malaffi (Abu Dhabi), Nabidh (Dubai), Riayati (nationwide) . Gather, document, and validate business requirements from stakeholders and align them with compliance standards. Advise on technical and regulatory prerequisites for HIE integration (e.g., HL7, FHIR, SDWAN, security assessments, data governance). Coordinate with developers, EMR/EHR vendors, and compliance officers to ensure the application meets Do H, DHA, and Mo HAP requirements. Support in license application processes , security assessments, and required agreements with regulatory authorities. Translate complex healthcare regulations into actionable technical and functional requirements for the development team. Identify risks and propose solutions for integration challenges with UAE healthcare ecosystems. JOB REQUIREMENTS MUST HAVE SKILLS 5+ years experience as a Business Analyst in the healthcare sector. Strong knowledge of UAE healthcare ecosystem , especially Malaffi, Nabidh, Riayati . Familiarity with Abu Dhabi Do H, Dubai DHA, and Mo HAP regulations for healthcare providers and applications. Experience supporting integration projects with HIE systems or regulatory healthcare bodies. Excellent communication skills in English (Arabic is a plus). Ability to liaise with government bodies, vendors, and development teams effectively. Awareness of UAE laws around health data, patient consent, data sharing, data residency and make sure that the system comply these regulations NICE TO HAVE Previous consulting experience with Malaffi integration projects . Knowledge of cybersecurity assessments and healthcare data privacy laws (HIPAA, GDPR equivalents in UAE) . Experience with cloud-based healthcare infrastructure (Azure, AWS, GCP) .
