HSE Officer (Emirati Only)

1.1 Job Scope Summary The HSE Officer supports the QHSE Manager in establishing and maintaining a sustainable Health, Safety, and Environmental management system. This involves ensuring compliance with relevant regulations and implementing these standards across Waste Treatment FZCO Shoualah employees and stakeholders. The officer assists in administering the company's QHSE policies, supporting plant operations in line with UAE & Dubai HSE legislation, regulations, and guidelines, including federal and state environmental laws, DM Code of Construction Safety Practice, UAE Fire and Life Safety Code of Practice, contractual obligations, and output requirements. Monitoring health and safety, assessing risks, designing hazard mitigation plans, and collaborating with nurses/paramedics on HSE issues such as injury reporting are key responsibilities. The role reports directly to the QHSE Manager.1.2 Job Responsibilities Monitor labor compliance with IFC Performance Standards.Assist the Plant QHSE Manager in developing and monitoring health, safety, and environmental programs.Build awareness among employees and management about safety issues; promote employee involvement in hazard reporting.Supervise activities related to employee and premises security, including inductions, daily observations, vehicle and employee movements, and regular plant inspections. Conduct toolbox talks, training, and maintain HSE training records. Oversee fire and safety equipment maintenance and inspections.Provide HSE support to ensure policy compliance.Assist in preparing schedules for HSE inspections, audits, and emergency drills.Conduct risk assessments and prepare method statements.Coordinate with operations and maintenance departments.Review emergency preparedness plans, permit systems, HSE meetings, and contractor records.Update incident reports and documentation regularly.Support firefighting and rescue drills with Civil Defense; inspect firefighting equipment periodically.Identify HSE training needs in collaboration with HR.Promote a safety-focused culture.Investigate incidents and implement risk reduction programs.Work with nurses to ensure health and safety policies comply with Dubai Municipality and Health Authority guidelines.Ensure compliance with HSE policies to protect personnel and property.Manage chemical safety certifications and staff training on chemical MSDS.Monitor vehicle movements, ensure proper documentation, and control traffic flow.Oversee security functions and conduct assessments to maintain premises security.Perform other related responsibilities as needed.The above duties are intended to describe the general nature of the work and are not exhaustive. Responsibilities may evolve based on business needs.1.3 Educational / Professional Qualifications / Training Certifications Bachelor’s Degree in Health and Safety, Environmental Engineering, or a related technical field from an accredited institution, or equivalent education and experience.HSE training, proficiency courses, and certifications such as NEBOSH IGC or equivalent are desirable.Diplomas or certifications in Fire Safety, OSHA, IOSH, ISO 14001, and ISO 45001 are advantageous.1.4 Job Experience Minimum five (5) years of experience as an HSE Officer in a similar industry within the UAE.Experience in risk assessment and reporting related to health, safety, and environmental protection.Knowledge of OSHA 29 CFR, EPA 40 CFR, DOT 49 CFR is preferred.Experience in labor monitoring aligned with IFC Performance Standards and similar roles in the UAE is preferred.Familiarity with QA and HSE procedures.1.5 Core Competencies Safety Focus: Ability to supervise and promote safety adherence.Technical Expertise: Practical knowledge of HSE processes and practices.Organizational Skills: Ability to manage multiple tasks efficiently.Analytical Thinking: Capable of data analysis and report compilation.Accountability: Demonstrates responsibility for actions and objectives.Adaptability: Flexibility to work under pressure and adapt to change.Teamwork: Ability to collaborate across diverse teams.Communication: Clear verbal and written communication skills.Other Requirements: (Specify if any additional requirements are provided) #J-18808-Ljbffr
