KEY ACCOUNTABILITIES: Talent Acquisition Implement Khazna’s recruitment strategy while ensuring alignment to overall vision and manpower requirements.Implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization.Develops, facilitates, and implements all phases of the recruitment process.Collaborates with department managers to identify and draft detailed, accurate role requirements by conducting one to one interview.Ensure all new positions have been evaluated and recruitment is managed within the agreed process.Identifies and implements efficient and effective recruiting methods based on the available role, industry standards, and the needs of the organization.Creates job posting and advertisement processes.Screens applications and selects qualified candidates.Schedules interviews; oversees preparation of interview questions and other hiring and selection materials.Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders.Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.Participate in job fairs and recruitment drives. Ensure usage of Linked In as a primary source of all recruitment process.Track hiring metrics including time-to-hire, time-to-fill and source of hire and provide regular update to senior management. Continuously work on effective ways of reducing TATs for recruiting.Maintain database of potential candidates for future job openings and ensure to have a good pool of candidates for open positions.Work towards continuously improving forms and processes within the recruitment area based on the experience and find solutions for bottlenecks.Support other HR functions on developing and implementing the HRMS system.Budgeting and Financial Performance Ensure all activities under recruitment are carried out in line with the approved guidelines and budgets while promptly reporting on any variances to management for approvals.Provide inputs and implement policies, systems, and procedures so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.Ensures compliance with federal and local employment laws and regulations.Participate in the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.Reporting Prepare sectional statements and reports timely and accurately to meet Khazna and department requirements, policies, and quality standards.Related Assignments The job holder may be required to undertake additional duties, which may be reasonably expected and forms part of the function of the job.3. Context, Work environment & DECISION-MAKING AUTHORITY: The job holder is required to foresee and meet current and potential challenges presented by rapid operational and staff growth in creating and implementing effective human resources strategy.The job holder exercises financial authority as per the level established by Khazna management and stipulated in the authority matrix.Key decisions having significant impact on the Human Resources department are referred to Director – Human Resources for approval before implementation.5.
