Executive Director Operations and Business Support (QRDIC)
Description
Job Purpose: To oversee and integrate key operational functions, including Human Resources, Finance, Procurement, and IT and to develop and implement strategies that align the council's objectives with the new foundation's operational framework. To ensure sustainability of the QRDI's operations, optimizing processes, resource management, and operational efficiency to support the Organization's long-term growth.Key Result Areas: Develop and implement operational strategies that align with the organization's mission and objectives to ensure that all functions work cohesively toward common goals.Oversee HR operations, including talent acquisition, employee development, performance management, trainings and employee relations, to ensure compliance with policies and procedures while fostering a positive work culture.Foster a collaborative, high-performance culture, ensuring alignment of the QRDI's talent with its operational and strategic goals.Direct financial planning, budgeting, and reporting processes to ensure fiscal responsibility and transparency, allowing for informed decision-making and risk management.Oversee financial forecasting, reporting, and risk management to maintain fiscal responsibility.Identify cost-saving opportunities and optimize resource allocation across the QRDI's operations.Lead initiatives to attract, retain, and develop top talent within the QRDI's operational divisions.Develop and implement procurement strategies that support organizational goals, ensuring the efficient and effective acquisition of goods and services while managing costs and supplier relationships.Oversee IT strategy, infrastructure, and systems to support organizational needs, ensuring that technology resources are utilized effectively and securely to enhance productivity.Oversee the implementation of advanced technology systems that support the agency's operations, including digital platforms, project management tools, and data analytics systems.Drive the integration of technology into operational processes to enhance productivity and innovation.Ensure that the agency's operational infrastructure supports its long-term strategic goals, including digital transformation efforts.Ensure compliance with all relevant regulations, policies, and procedures related to the agency's operations Build and maintain strong relationships with key internal and external stakeholders, including government agencies, research institutions, and industry partners.Represent the agency in high-level meetings and discussions related to operational strategies and performance.Ensure alignment between the agency's strategic objectives and operational processes to optimize resource utilization, efficiency, and effectiveness.Champion continuous improvement initiatives across the organization to enhance productivity and streamline workflows.Other reasonable tasks as assigned by supervisor Minimum Knowledge, Skills & Experience: Master's degree in business administration, Operations Management, or a related field8 years of relevant full- time work experience, 5 of which at a senior supervisory level Strong Communication skills Excellent problem- solving skills Excellent Computer skills Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is required Proficiency in MS Office applications
