Bachelors in Computer Application (Computers)Nationality Any Nationality Vacancy1 Vacancy Job Description The Data and Information Services Department (DISD) manages the IT and Data Centre of the Secretariat; consolidates its data bank; prepares, collects, and processes information questionnaires for Member Countries; interacts with JODI partners and international organizations on data and statistics; and provides data services to all departments and analysts, including special data for modeling purposes. Additionally, the DISD is responsible for the information security of the GECF.Objective of Post Administers all functions related to data management coordination, ensuring the implementation, maintenance, and management of an advanced ICT environment. This includes databases, on-premises systems, cybersecurity frameworks, and AI-driven tools. The role focuses on enhancing productivity, optimizing ICT resources, and supporting GECF's strategic goals through effective use of digital technologies.Main Duties & Responsibilities ICT Governance, Policies & Compliance Develops and implements GECF ICT policies, procedures, and workflows, ensuring compliance with global standards (e.g., ISO, COBIT, ITIL).Evaluates ICT needs and recommends strategic improvements to enhance efficiency and security.Supports the planning and execution of ICT budget and program of work, aligning ICT investments with organizational objectives.ICT Infrastructure & Database Administration Implements and administers GECF ICT servers, databases, and mission-critical applications including Website, Portal, CMS.Ensures data backup, disaster recovery (DR), and performance tuning, guaranteeing high availability and system resilience.Monitors and maintains data integrity, ensuring secure and efficient database management.Cybersecurity and Data Protection Ensures smooth running of security systems/appliances, including anti-viruses, firewalls, VPNs, IDS/IPS, and endpoint security.Implements cybersecurity monitoring solutions for real-time threat detection and response.Proposes and contributes to the development of policies to secure sensitive data and systems while enabling efficient access for authorized personnel.Contributes to security audits and risk assessments to identify vulnerabilities and enhance cybersecurity defenses.Network & Communication Systems Management Oversees enterprise network infrastructure (routers, switches, wireless controllers, access points) to ensure secure and high-performance communication.Manages enterprise collaboration tools (e.g., Microsoft Teams, Share Point, Cisco Webex) to optimize organizational communication.Implements network monitoring solutions to ensure reliability, performance, and proactive issue resolution.Digital Innovation & Emerging Technologies Introduces AI-powered automation tools to improve task management, document processing, and workflow automation.Uses AI-driven analytics to monitor system performance, optimize ICT operations, and support decision-making.Implements AI-based virtual assistants to streamline IT support and user interactions.Promotes AI-assisted smart collaboration tools to enhance teamwork, knowledge sharing, and organizational productivity.Researches, evaluates, and integrates emerging ICT technologies to enhance GECF's digital capabilities.Identifies and implements smart automation tools to improve the efficiency of GECF's internal ICT processes.Stays up to date with technological advancements, recommending innovations that drive digital transformation.Reporting, Problem Solving, and Knowledge Management Develops and maintains ICT training materials and conducts training sessions for users.Contributes to ICT awareness initiatives, ensuring seamless adoption of digital transformation efforts.Provides technical leadership in critical IT situations, including complex hardware/software issues, ensuring prompt resolution.Prepares comprehensive operational reports detailing system performance, security updates, technology recommendations, and project/activity progress.Miscellaneous & Ad-Hoc Responsibilities Participates in ICT-driven projects aligned with GECF's strategic goals.Carries out any other tasks assigned by relevant superiors (Secretary General or Department Head) related to background, qualifications, and position.Desired Candidate Profile Personal Requirements: Member Country Nationality (GECF Member Country, not Observer Member).Maximum age: 58 years.Education: Advanced University degree in Computer Science, Information Technology, or Information System Management.Experience: Ten (10) years of work experience in a related field, with five (5) years of managerial experience.
