Monitoring and Evaluation (M&E) Manager

The United Nations {UN} Multi-sectoral is seeking a Monitoring and Evaluation Manager (M&E Manager) for our recent regional projects. The M&E Manager will report directly to the Program Director and collaborate closely with the M&E Director and team. The role involves overseeing program monitoring, ensuring key activities are implemented efficiently to measure outcomes through qualitative and quantitative assessments, and leading data analysis for progress evaluation and improvement. The Manager will also coordinate reporting processes, consolidate program reports, and facilitate learning and knowledge sharing of best practices and lessons learned. Additionally, the M&E Manager will work in partnership with UN project staff, partner organizations, and government entities at all levels to strengthen capacity where needed. M&E is a cross-sectoral career applicable in health, education, law and governance, human rights, youth programming, agriculture, and more. In-job training is provided for this role. Duties and Responsibilities: Lead the overall M&E efforts, including designing and overseeing a robust M&E plan and Performance Management Plan (PMP). Draft and prepare M&E plans and templates in coordination with stakeholders. Support collection and monitoring of M&E activities, review data collection tools, supervise or conduct field reports, analyze data, and interpret findings. Identify and train staff on relevant indicators aligned with UN, international, and national standards. Qualifications: Master’s degree in statistics, economics, demography, development planning, public health, business, law, engineering, agriculture, social sciences, finance, education, or similar field. A Bachelor’s degree with 5 years of qualifying experience may be considered. At least five years of experience in monitoring and evaluation within public, corporate, or social sector programs. In-depth knowledge of M&E techniques, including operational research, surveys, qualitative evaluations, data analysis, and reporting. Experience providing field-based technical assistance in low-resource settings preferred. Knowledge of M&E approaches and indicators for various project areas. Experience in setting up and managing M&E systems and databases. Excellent interpersonal, negotiation, and consensus-building skills. Strong analytical skills, with proficiency in statistical software such as Strata, SPSS, and MS Office tools. Proven ability to develop and deliver high-quality donor reports. Excellent oral and written communication skills. Languages: English and French are the working languages of the United Nations.
