Senior Policy Analyst

Senior Policy Analysts lead on identifying and prioritizing immediate and long-range policy issues, to shape compelling, effective and informed policies. Senior Policy Analysts ensure that the department is well aware of critical policy developments in the files/regions under their responsibility. They are propositional, and regularly pitch relevant ideas or products that concern their files and region. The Senior Policy Analyst collaborates directly with the Head of Section. They will also liaise closely with the Director, Deputies and with other analysts in the Department. Role Description To carry out research of various kinds and produce briefing notes, reports and presentations to support policy and diplomatic work Anticipate and identify emerging policy trends, working closely with other analysts, Heads of Section, and other departments as relevant Cultivate and maintain a network of policy-makers, diplomats and academics as relevant to the files under their responsibility Research and understand the main views and policy orientation of key states and stakeholders Build and share a sophisticated and practical understanding of the dynamics of global politics, as it effects the UAE’s foreign policy and diplomacy. Take part in bilateral, multilateral and public meetings and events as necessary Main Tasks Provide analysis and support on key regional and international issues, as well as domestic UAE matters Provide support to the Director, Deputy-Directors, Section Heads, Experts, and Diplomats of the Policy Planning Department on key regional and international issues. Propose and provide policy papers and analysis on key regional and international issues, and contribute to executive briefs prepared for the UAE leadership. Manage specific files as instructed, ensuring in-depth knowledge of key dynamics, people, metrics, trends, developments and inter-relationships in relation to the file Assist in the training requirements for department’s staff, and provide coaching to develop UAE diplomatic staff, and junior analysts on key regional and international issues Assist in the execution of policies in support of the UAE’s foreign policy interests Support and provide quality assurance for communications with relevant internal and external stakeholders Support the UAE’s preparation for and participation in international, regional, and local meetings, dialogues, and conferences Assist in managing process of certain commissions and requests made to the department by the office of the Minster of State, Assistant Ministers, and other departments and relevant stakeholders Required Experience and Expertise 6-8 years of professional experience working in government, academia, think-tanks or international organisations Demonstrated capacity to analyze, strategize, and communicate Strong track record in researching, formulating and producing global policy products Deep familiarity with foreign policies, strategies, institutions and operational environment Experience of working effectively in large and multi-disciplinary teams A Masters level qualification that gives clear evidence of strong intellectual skills Essential Skills and Personal Profile A sophisticated understanding of international relations and global trends Proven experience of bilateral, multilateral and multi-stakeholder diplomacy Knowledge of key political and policy actors, structures, power-relations and decision-making Specialized knowledge and experience of foreign policy and practice Analytical capacity that is critical, strategic, descriptive, predictive, qualitative/quantitative Excellent communication skills, specifically in writing and editing briefs, reports and preparing presentations An ability to deliver results, both independently and in a team.
