Job Description

Role Summary
  • Coordinate with relevant utilities agencies, departments, and applicable authorities with mandated authority over the programme and ensure that all permits and NOCs are in place by the GECs for the project to move forward.
  • Assist in managing utility agencies and services providers throughout the life cycle of the programme.
  • Liaise with Utilities providers for PWA's Projects and report to Area Head of Section.
  • Assist in coordination with relevant government agencies, departments, and applicable authorities with mandated authority over the programme.
Responsibilities
  • Assist in identifying, analyzing, and managing utilities agencies and relevant stakeholders to ensure their satisfaction with mandated authority on the programme and projects.
  • Manage the expectations of Utilities providers and ensure timely escalation of issues through available escalation venues.
  • Assist the client in preparing, negotiating, and agreeing required MoUs and procedures with different stakeholders.
  • Manage correspondence between the client and the Utilities agencies as well as necessary directives to the General Engineer Consultants (GECs).
  • Coordinate closely with the client at program-wide level to resolve and respond to general stakeholders’ issues/inquiries and ensure timely response.
  • Assist in preparing required and periodic presentations regarding different topics related to RPD projects as required by the client.
  • Assist the GECs in review and approvals of applications through both Qatar Online Road Opening Permit System (QPRO) and Qatar Design Review System (QDRS).
  • Assist in monitoring the GECs programme delivery related to the utilities agencies and services providers against established baselines.
  • Assist the GECs to ensure compliance with the utilities providers’ requirements.
  • Assist in identifying, analyzing, and managing external stakeholders to ensure their satisfaction with mandated authority on the programme and projects.
  • Review Road Opening Permit (ROs) and design review applications (DRs/RFIs) applied by all external authorities within Qatar.
  • Assist in reviewing GECs design (utilities part) to ensure client satisfaction.
  • Draft/Prepare all official correspondences between PWA, RPD, GEC & External Stakeholders.
  • Monitor General Engineering Consultant (GEC) programme delivery against established baselines for required approvals, permitting, utility/services diversions, and land ownership.
  • Work with the GECs on verifying that approvals, permitting, and technical requirements are in place throughout the life cycle of projects.
  • Review the stakeholders’ KPIs of contractors through the automated system.
  • Review the GEC monthly reports for Stakeholders approvals updates to ensure accuracy.
  • Conduct construction site visits to tackle stakeholders’ issues and assist with mitigation measures.
  • Participate in meetings related to various external companies and agencies to achieve proper interface and effective transition between adjacent projects.
  • Conduct site visits to meet local residents to address their requests and complaints and help with the mitigation process.
  • Reviewing gateway slides and reports of all the projects to check if a specific project is ready for submission to the client.
  • Participate in the review of utilities reports submitted by the GEC.
  • Review the Stakeholder Reports submitted by the GEC as a volume in design stages submissions.
  • Mentor Staff.
  • Other Duties as assigned.
Relationships
  • Collaboratively work with external stakeholders to coordinate required approvals and resolve project stakeholders’ issues.
  • Assist the GECs in identifying stakeholder requirements and issues.

Qualifications

  • Bachelor's degree in Civil Engineering, Urban Planning, or a closely related field. Master's degree in a relevant discipline such as Project Management, Stakeholder Management, or Infrastructure Development is highly advantageous.
  • Minimum of 10+ years of experience in the construction or engineering sector, with at least 5+ years in a stakeholder management or utilities coordination role.
  • Demonstrated experience in managing relationships with government agencies, utilities providers, and other external stakeholders in large-scale infrastructure projects.
  • Strong understanding of utility systems, infrastructure development, and urban planning processes.
  • Excellent knowledge of local regulations, permitting processes, and standards related to utilities and infrastructure development in Qatar.
  • Proven track record in coordinating and obtaining necessary approvals, permits, and NOCs from relevant authorities.
  • Proficiency in using project management tools and software, including Qatar Online Road Opening Permit System (QPRO) and Qatar Design Review System (QDRS).
  • Experience in preparing and delivering presentations to senior management and stakeholders.
