The QHSSE Manager is responsible for overseeing all Quality, Health, Safety, Environmental & Security related aspects within the complex/attractions. This includes conducting audits, delivering training, incident management & investigations, managing security personnel, access controls, conducting risk assessments, and coordinating with local authorities to maintain a secure and compliant environment for employees, guests, and assets. This role ensures that all QHSSE protocols and procedures are adhered to, and that any potential threats or incidents are managed effectively. The QHSSE Manager also supports compliance with QHSSE standards and contributes to a safe environment across the complex or attraction. Managerial Accountabilities: Strategy and Planning

  • Implement the SEVEN QHSSE standards across the complex and attraction, aligning with the overall business objectives and QHSSE standards.
  • Plan and coordinate security resource allocation, budgeting, and staffing to ensure effective coverage and operational efficiency.
  • Set performance goals for the QHSSE team and monitor progress to achieve department objectives.
Stakeholder Relations
  • Act as the primary point of contact for QHSSE related matters with internal and external stakeholders, including local authorities and emergency services.
  • Build and maintain strong relationships with law enforcement agencies and industry partners to enhance security collaboration and information sharing.
Governance and Compliance
  • Implement and monitor the SEVEN QHSSE policies and standards.
  • Monitor compliance with security policies and procedures, conducting audits and assessments to identify gaps and implement corrective actions.
Budget Management
  • Oversee the budgeting process for Complex/Attraction QHSSE operations, ensuring effective utilization of resources and alignment with financial targets.
  • Monitor and control QHSSE related expenses, seeking opportunities to optimize costs and improve operational efficiency.
  • Optimize resource allocation, including labor, inventory, and equipment, to maximize efficiency and minimize costs.
People Management
  • Lead employee performance management processes within the Complex QHSSE department, ensuring continuous improvement and development.
  • Direct performance evaluation processes and validate results to ensure appropriate and fair evaluation of security personnel.
  • Promote a culture of safety, integrity, and service excellence within the QHSSE team.
Functional Accountabilities: Security Operations Management
  • Lead and supervise security personnel, ensuring that all staff are trained, equipped, and capable of carrying out their duties effectively.
  • Manage the performance of the appointed security third party within the attractions/complex.
  • Develop and implement security policies, procedures, and emergency response plans to protect employees, guests, and assets.
  • Monitor access control systems, surveillance, and other security measures to prevent unauthorized access and mitigate security risks.
Risk Assessment and Incident Management
  • Conduct regular risk assessments to identify potential QHSSE threats, vulnerabilities, and areas for improvement within the complex or attraction.
  • Manage incidents and emergencies, coordinating with local authorities and internal teams to ensure a swift and effective response.
  • Prepare and maintain detailed incident reports, documenting all QHSSE breaches, investigations, and resolutions.
  • Develop incident management reports for management submission.
Compliance and Coordination
  • Ensure compliance with local regulations, QHSSE standards, and internal policies to maintain a safe and secure environment.
  • Liaise with local law enforcement, emergency services, and regulatory authorities to build strong partnerships and support effective incident management.
  • Manage audits and inspections, ensuring that all measures meet established standards and are operating effectively.
Team Development and Training
  • Develop and implement training programs for SEVEN employees, including security employees and attractions operation teams, focusing on skills development, emergency response, and compliance with QHSSE protocols.
  • Ensure that security staff are familiar with the layout of the complex or attraction and can assist guests and employees as needed.
  • Coordinate regular emergency drills within the complex, identify opportunities for improvement and provide reports.
Asset Protection and Loss Prevention
  • Implement loss prevention strategies to protect company assets, inventory, and equipment from theft, vandalism, or misuse.
  • Monitor and review security systems and processes to identify potential vulnerabilities and implement corrective actions.
  • Support the Facility Management team in managing physical security systems such as CCTV, alarms, and access controls.
Guest Experience
  • Contribute to a positive guest experience by ensuring a safe and secure environment for all guests, employees, and stakeholders.
  • Address guest inquiries or concerns related to safety & security with professionalism and efficiency, providing assistance as needed.
  • Support the guest services team in managing crowd control, event security, and emergency response to maintain a safe and welcoming atmosphere.
Knowledge: Minimum Qualifications
  • Bachelor’s degree in Health & Safety Management or Security Management, QHSE, or a related field is preferred.
  • Professional training in security operations and incident management.
Professional Certifications
  • Health & Safety Professional (OSHA/IOSH).
  • Certification in Security Management (e.g., CPP, PSP) is preferred.
  • First Aid and Emergency Response Certification.
Required Experience:
  • Minimum of 7-10 years of experience in QHSE/security management, with at least 3 years in a managerial role.
  • Experience in managing QHSE/security operations for large complexes, attractions, or entertainment venues is highly desirable.
  • Experience in ISO audit program, in particular, IS0 9001 or ISO 45001.
