Commissioning Manager
To support, define and organize the start-up, testing and commissioning activities for multiple Air Academy Project facilities. This individual will work to ensure all job tasks related to facilities start-up and commissioning are planned for and completed within pre-established schedules. This individual will be required to secure and maintain strong working relationships with project leaders and support functions, along with various contractors and key service providers. Additionally, the commissioning process should be standardized as much as possible through formalized procedures and documentation.
Responsibilities:
Lead the commissioning teams responsible for construction completion verification, the function testing of systems and hardware, and assisting operations in a safe rapid ramp up.
Review all multi-discipline testing and commissioning documents to ensure compliance with specifications and standards.
Manage internal tools, tracking progress against delivery of projects.
Engage with procurement to develop and manage cross-team processes to resolve problems.
Develop the Commissioning Plan and coordinate resources to define and manage the commissioning scope of work.
Ensure system commissioning procedures are developed, approved, and finalized, including appropriate content and detail for safe and thorough commissioning.
Carry out commissionability design reviews to minimize the commissioning schedule.
Set priorities for system turnover that allow for safe commissioning of systems while construction completes and the remaining systems are turned over.
Ensure that the project scope is divided into systems that support ease of commissioning and develop system and sub-system lists in order of priority.
Ensure systems are validated to meet performance specifications.
Ensure the commissioning execution plan includes materials, special tools, and specialist engineering and vendor support for safe, productive commissioning.
Monitor and coordinate teams across the project performing commissioning activities, including contractor teams.
Monitor and coordinate timely and correct resolution of commissioning punch list items.
Ensure a two-week look ahead work plan is established and managed, with daily management activities in place to monitor progress against the commissioning schedule.
Prepare handover packages from Project to Operation and collect handover certificates.
Provide support and training to commissioning personnel, ensuring personnel are competent and possess required skills and tools.
Provide accurate reporting on status including identification of issues or concerns that may impact project delivery.
Immediately rectify or stop any unsafe work or operations.
Requirements:
MEP qualification (minimum) in a relevant engineering or construction discipline.
Proven track record of success in Commissioning Manager roles, comfortable with both mechanical, instrumentation, and electrical disciplines.
Extensive technical knowledge and practical experience of testing, pre-commissioning, and commissioning large industrial systems, preferably within airports.
Practical experience of industrial control systems would be an advantage.
Significant project management and engineering experience.
Strong written and oral communication skills.
Proven ability to work as part of a team.
A can-do, hands-on approach, able to work well under pressure and prioritize workload to meet project needs.
Flexible, adaptable, and collaborative, willing to engage across the design disciplines.
Desire to learn and be mentored.
