Position: Operations, Health and Safety ProfessionalReports to: Program Manager, Sustainable & Integrated Mobility, Urban MobilitySector: Land Mobility Job Location: NEOMRole Purpose: As an Operations, Health and Safety Specialist in NEOM's mobility team, you will be part of an exceptional team of engineers and business developers building the future of mobility at NEOM and beyond. You will lead the development of various business models and support the development of strategic partnerships to deliver the future of mobility at NEOM. The insights from these projects and partnerships will lead to the development of mobility in NEOM regional and urban mobility companies and other partnerships with international companiesKey Accountabilities:Core focusSupport the execution of land mobility infrastructure development projects covering the design, build and operational management phases of civil works, traffic management, and/or energy management of battery electric and hydrogen fuel cell vehicles.Facilitate the technical and commercial due diligence of companies that will aid in making strategic decisions for mobility infrastructure development in adherence to international best practices in health and safety.Participate in tendering of projects and in preparing related informationFacilitate in ensuring that system design and implementation, meets applicable quality and/or technical standards and guidelines, and receive NEOM/3rd party quality and technical approvals/certificates once deployedEffectively oversee program(s)/project(s) conceptualization, planning, execution scheduleConduct project (internal/external) stakeholder(s) integration meetings, managing actions/issues list/log, risk register, safety audits, among other project management, monitoring, troubleshooting, reviews, to ensure seamless transition through knowledge management of project documentationDevelop MoUs, RFPs, RFQs, SLAs, contracts, and other required tendering documents, including SoW of various mobility projectsFacilitate in document submissions for responsible project(s) and ensure their timely review and approvals focusing on business continuity, risk mitigation, quality management, health and safety standardsInnovationDevelop data analysis and scale up recommendations on land mobility infrastructure to meet ongoing (temporary to steady-state) development stages of NEOMGather technical, operational, and other business insights from existing deployments of various mobility technologies to guide, recommend and steer the direction of upcoming mobility system deployments to ensure a high level of safety is ensured in operational implementationBe a critical evaluator in reviewing the infrastructure needs, traffic flow and energy provisions of various land mobility demand models, and a strategic thinker in innovating new solutions to support mobility solutions to alleviate riskBe a problem solver and find creative ways to find solutions to problems as they arise in the projectGlobal benchmarking/recommendations of sustainable infrastructure-related technologies for mobility systems, and digital integration in order to mitigate against riskKnowledge, Skills and Experience:10+ years of experience and proven success in leading public transport traffic engineering projects as a Project/Program Manager (PM) /Technical Project Manager (TPM), with complete ownership of the project management of at least three medium-to-large scale projects, especially in the area of health and safetyPrior experience in development of safe and efficient road networks, infrastructure projects for public transportation, mass transit operations, shared electric car operations, smart mobility, autonomous driving technologies, and electrification including EVs and charging infrastructure is desiredTraffic engineering experience in projects involve designing traffic control device installations and modifications, including traffic signals, signs, and pavement markings are pre-requisites, especially in traffic safety for improving locations with high crash rates and developing countermeasures to reduce crashes.Traffic flow management encompassing preparation of construction traffic control plans, including detour plans for pedestrian and vehicular traffic) or long-term (estimating the impacts of proposed commercial/residential developments on traffic patterns)Proficiency in site layout, grading, utility design, commuter safety, regulatory approvals etcPrepare, monitor and audit cost estimates for material, labor, and equipmentRequire project engineering, quality assurance and post construction defect management experience. Must be able to apply asset management frameworks, asset management strategy and maintenance planning.Oversees, investigate and audit worksite health, safety, and quality assuranceMust have the ability to breakdown complex technology projects into work packages such that project risks in relevant areas can be clearly identified, and progress can be clearly tracked and managedAbility to provide advice and resolve creatively emerging problems/deficienciesMust be able to translate the business objectives of the project into data insights that must be gathered, subsequently leading to the identification of data attributes that must be captured and analyzed, and based on the findings of data from the projects, provide recommendations on path forwardBasic knowledge of design and visualizations software such as AutoCAD, Civil 3D or similarWorking knowledge of Jira, Microsoft Project or a similar project management softwareProficiency in the use of dashboard for data representations such as Power BI is desiredMust be an effective and clear communicator, with leadership aptitude to oversee and mentor staffPrior experience leading Agile as well as traditional projectsStrong networking skillsExcellent communication skills in English (other languages is a plus)Qualifications:Bachelor's degree required, preferably in related engineering field, advanced degree preferred
