Core Accountabilities:

  • Manage and supervise Primary and Business unit OCC.
  • Ensure the efficient operation of the South Cluster and Business unit water infrastructure.
  • Collaborate with the Cluster Performance and Operation and Maintenance Director and Business unit O&M Manager.
  • Ensure the continuous and reliable operation of the water distribution and management systems within the South Cluster, including Business unit.
  • Implement key performance indicators (KPIs) to monitor the efficiency and effectiveness of water distribution systems.
  • Analyze performance data and take proactive measures to optimize system performance and minimize losses.
  • Develop and maintain emergency response plans to address water distribution disruptions, leaks, or system failures.
  • Coordinate with local authorities and emergency services in case of severe incidents.
  • Manage and allocate resources effectively, including personnel, equipment, and budgets, to ensure the proper functioning of the Cluster and Business unit.
  • Oversee the integration and implementation of advanced technologies and smart systems to enhance the efficiency of water distribution and management.
  • Mentor and train staff, including BU OCC and SCADA Operators and Technicians, to enhance their skills and knowledge in water distribution operations.
  • Provide regular reports to the O&M and Performance Director, highlighting key performance metrics, challenges, and proposed solutions.
  • Foster open communication channels with team members, business units, and stakeholders.
  • Identify potential risks and vulnerabilities in the water distribution infrastructure and develop strategies to mitigate them.
  • Ensure the availability of backup systems and contingency plans.
  • Lead efforts to continually improve operational processes, reduce water losses, and enhance the sustainability of water resources.
  • Implement best practices and benchmark against industry standards.
  • Collaborate with local communities, government agencies, and other stakeholders to address their concerns and ensure the responsible management of water resources.
  • Oversee the planning and execution of projects related to the expansion, maintenance, and improvement of the water distribution infrastructure in the South Cluster.
  • Promote water conservation and sustainability initiatives in alignment with NWC's environmental goals.
  • Manage the budget for the South Cluster Control Center, ensuring efficient allocation of funds to support operations and maintenance activities.
  • Conduct regular performance reviews for team members, provide feedback, and set goals for professional development.
People Management Accountabilities: YES Policies, Systems, Processes & Procedures:
  • Ensure compliance with all relevant regulations, standards, and codes related to water distribution and management.
  • Liaise with regulatory agencies and participate in compliance audits.
  • Ensure adherence to NWC SCADA IT/OT Policies, Processes & Procedures.
QUALIFICATIONS, EXPERIENCE, & SKILLS: Education and Certifications
  • Bachelor’s degree in engineering or a relevant field (e.g., Instrumentation, Electrical and Electronics, or related field).
  • A master’s degree in a related field can be an advantage.
Experience:
  1. Minimum 10-14 years
  2. Industry Experience:
  1. Significant experience (usually 4 years) in the specific industry (e.g., water, energy, or relevant automation) with at least 2-3 years in a supervisory or management role within an operational control environment.
  2. Proven experience in managing a control center or a similar high-pressure, real-time operational environment.
  3. Experience in coordinating with vendors, IT teams, and other technical stakeholders.
  1. Operational Expertise:
  1. In-depth knowledge of the industry’s operational processes, safety regulations, and compliance requirements.
  2. Experience with emergency response and crisis management within a control center setting.
  1. Project Management:
  2. Experience in managing projects, particularly those that involve operational changes or technological upgrades within the control center.
Skills:
  • Ability to communicate verbally and in writing in either Arabic or English.
  • Ability to foster a positive work environment and manage conflict effectively.
  • Proficient with control center software and tools, as well as other industry-specific technologies.
  • Strong analytical skills with the ability to interpret data and make informed decisions.
  • Strong interpersonal skills, including the ability to collaborate with cross-functional teams.
  • Advanced problem-solving skills with the ability to anticipate issues and develop proactive solutions.
  • Ability to manage and resolve operational challenges quickly and efficiently.
  • Ability to adapt to changing conditions, including regulatory changes, technological advancements, and operational shifts.
Competencies Technical:
  • Understanding of how different technical systems (e.g., hardware, software, communications) interact within the control center.
  • Experience with integrating new technologies into existing systems without disrupting operations.
  • Proficient in collecting, analyzing, and interpreting operational data to inform decision-making.
  • Ability to use data analytics tools to monitor system performance, predict potential issues, and optimize operations.
  • In-depth knowledge of the technical aspects of the specific industry’s operations, whether it be water, oil and gas, or energy.
  • Understanding of regulatory requirements and technical standards specific to the industry.
  • Familiarity with automation and control systems used within the control center, ensuring they operate efficiently and in compliance with safety standards.
  • Experience in configuring and maintaining these systems to ensure optimal performance.
