Primary Objective

• To implement KOC PMC Safety policies, HSE Management System and Project specific HSE Management Plans as they apply to the project. Ensure that the site complies with the relevant HSE Legislation and KOC HSE requirements.
• Implement the project HSE MS.
• Maintain statistical data for the project.
• Prepare reports as required for the WorleyParsons KOC PMC HSEQ Manager.

Specific Accountabilities

• Provide advice and assistance to EPC HSE managers to reduce the risk to project employees and the environment.
• Provide guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.
• Ensure EPC contractors establish and maintain statistical data concerning health and safety matters.
• Review EPC contractor Safety Management System and advise on required changes.
• Develop and maintain professional relationships with KOC, regulatory bodies, and EPC contractors.
• Visit the project site regularly to ensure HSE awareness is maintained, conduct safety talks and training sessions.

Other Key Activities

• Proactively visit site and implement safety measures with the EPC contractor.
• Ensure a quality safety observation program is implemented and maintained.
• Assist EPC contractor management in identifying hazards and maintaining a safe working environment.
• Assist EPC subcontractor Safety advisors in developing specific site safety programs.
• Maintain a HS&E audit and assessment program for the location.
• Carry out regular inspections of work areas and prepare reports.
• Disseminate safety information throughout the workplace.
• Assist in the accident investigation process and report accordingly.
• Develop and implement safety initiatives to improve safety performance.
• Ensure HSE safety inductions are undertaken for all new employees.
• Monitor the availability and use of safety apparel and equipment.
• Provide advice on project-specific procedures and Job Safety Analysis (JSA) training.
• Advise on strategies to identify and control potential hazards.
• Ensure effective communication on HSE matters between all parties.

Mandatory Requirements

• Diploma in Engineering or HSE related Diploma.
• Post qualification experience in Oil & Gas.
• Experience in a HSE supervisor role.
• Practical experience in identification and control of HSE issues on construction sites.
• Familiarity with safety hazards in common construction activities.
