Job SummaryThe Proposal Manager manages and supports the organization's estimating processes and activitiestoprovide financial support for tenders, and projects reviews. The role effectively manages andsupportsthe estimationengineersto smooth the process of the tenderingand budgeting activities. The rolealsoestablishes and maintains an estimating department evaluation procedures and ensure effectiveworkingrelationships internally and externally with relevant stakeholders to ensure that estimating functiondeliverablesare delivered in the best interest of the organization.Job Responsibilities 1Manage and support effective Estimating/Team Management that will result to winning bids and contracts of projects.Facilitate budget preparation that will result to high profit and business continuity.Provide/support leadership in processes of construction cost estimates, valuation of engineering work, and budgets.Manage and support the continual review and improvement in the operation of the estimating management system in collaboration with the team.Compliance to the IMS Systems and Procedures.Support Tendering and Estimation Manager for a detailed Tendering and Estimating Procedure and further updating periodically (as required) for PAS 999 Audit via Integrated Management System.Provides support to leadership in processes of construction cost estimates, valuation of engineering work, and budgets.Job Responsibilities 2Contribute to construction projects' risk contract assessment and ensure the financial submission and documentation.Manage and support the review and update of the scoping and estimating system within the organization to ensure the delivery of an estimating process that meet the requirements set by the organization for the estimating system by producing estimates that are accurate to the degree of accuracy specified and within the time requiredaswell as verifying the data in the estimating system to ensure its validity, accuracy and currency.Review CCS (Candy) estimates of work based on take-offs and productivity information prepared by Sr. Estimators / Estimators.Review all tender documents including Instruction to Tenderer's, Contract Conditions, BOQ, Specifications andTenderDrawings.Manage and support the continual review and improvement in the operation of the estimating management system in collaboration with the team to ensure that the estimating system is efficiently delivering cost estimates and achieves the purposes set by organization.Review ofTenderAppraisal with brief description of scope of work, key dates, project details, Commercial andContract conditions, Insurance requirements, Competition list, etc.SkillsJob Knowledge & SkillsKnowledge in resources planning, detailed estimate rate calculations etc.â€
