OVERVIEW Position Principal Data & Information Analytics Architect Job Code Reports to Direct Reports Division Information Technology Department Tax and Customs Role Purpose Develop the Section's work plans and mechanisms and contribute to achieving the Department's objectives by supervising and following up on the implementation of relevant operational and strategic plans. KEY ACCOUNTABILITIES & ACTIVITIES Core functional Responsibilities The Principal Data & Information Analytics Architect’s primary responsibility will be to support the development data and information assets and capabilities as relevant to innovative and enable IT tax and customs solutions that cater for Neom’s needs and ensure proper integration of the IT ecosystems. He/she will be a key pillar to:

  • Ensure credible and consistent data management processes, governance, data quality and integrity for the department.
  • Establish the Enterprise Data model and Information outcomes and expectations for a world class integrated Tax and Customs ecosystem Manage and ensure projects and other programs of work adhere to data standards and deliver data objectives across the life cycle.
  • Facilitate data and information design workshops and ensure the mitigation of any process or technical risk that could occur by the introduction of new functionality/technology.
  • Enable appropriate data science, machine learning, and big data specialisms and capabilities to meet the department’s needs.
  • Lead on data mining and collection procedures to meet the department’s needs.
  • Interpret and analyze data problems.
  • Conceive, plan, and prioritize data projects as required.
  • Participate in setting end to end testing plans for IT tax solutions before roll-out.
  • Ensure the proper incorporation of any required changes on the developed solution based on testing results.
  • Oversee the development of training documentation for operations and for end-user post solutions development is completed.
Developing function readiness and establishment
  • Formulate and lead the effective execution of the Section's plans to ensure seamless operations that facilitate the achievement of the Department of Tax and Customs organizational performance.
  • Ensure the timely provision of data and reports to the Senior Manager and recommend operational enhancements to support in decision making and continuous improvement.
  • Monitor monthly and quarterly performance results, identify performance gaps and ramifications, and lead the development of corrective actions that tackle the root causes.
  • Manage the allocation of budget across the Section to ensure complete adherence and highlight any deviation from the plan in a timely manner and take corrective action as necessary and in line with the approved governance process.
  • Consolidate the Section's budget and submit to the Senior Manager for approval and further consolidation.
  • Finalize and consolidate workforce planning reports and talent acquisition strategies and budgets at the Section level, to ensure adequate staffing of the Section for optimal and smooth operations and submit to the Senior Manager for approval.
  • Set performance management objectives for all reportees, perform mid-year and year-end performance reviews, as well as, monitor performance and give ad-hoc advice when necessary to ensure that performance objectives are met.
  • Identify talent for pivotal roles to ensure business continuity and liaise with the Human Resources team for enrollment in the necessary programs.
  • Foster effective leadership skills within the section teams to ensure adequately managed human capital.
  • Provide guidance to reportees on functional, operational and people management matters.
  • Provide reportees with mentoring and coaching when necessary, in order to ensure that they are well equipped to tackle the operational requirements from a professional and behavioral standpoint.
BACKGROUND, SKILLS & QUALIFICATIONS Qualifications, Skills, Experience and Mindset Knowledge, Skills and Experience
  • Bachelor's Degree in a relevant field is required
  • Certification in a relevant field is preferred
  • Minimum of 10 years in a relevant field with at least 6 years in a data management/analytics managerial position
  • Cloud architecture
  • Data Solution design and architecture
  • Data modelling and technical architecture best practices
  • Machine learning and advanced analytics certification
